This position is in The Department of Buildings, Office of the Director, Agency Performance Office. The Department of Buildings is responsible for regulating construction activity in the District of Columbia. The agency operates a consolidated permit operations division, reviews all construction documents to ensure compliance with building codes and zoning regulations, and has inspection and oversight authority, through which construction activity, building systems, and rental housing establishments are inspected, with violations cited and, if necessary, abatement pursued within the limits of the law.
The incumbent in this position will be responsible for advising the Chief Performance Office and Operations Manager on the effectiveness of DOB’s existing data initiatives by providing analytical and statistical analyses and providing recommendation on the new data initiatives around data integration and quality.
Duties and Responsibilities
The Data Scientist provides data science and advanced analytical support, technical expertise, and thought leadership to generate actionable insights from data. Then presents those insights in compelling graphical, numerical, and narrative forms. Responsible for applying predictive modeling and statistical analysis to improve the agency's ablity to derive better values from existing and future data assets. Leads the execution of complex data analytic projects, including coordination of internal and external partnerships.
Uses descriptive statistics, predictive analytics, machine learning, and other methods to learn about and derive insights from the patterns and relations within a dataset. Creates data dictionaries, annotated code, and similar materials to ensure work product is as open and reproducible as possible. Proactively provides leadership, ideas, and critical feedback, as well as being open to such constructive dialogue, as part of continuous improvement processes. Develops computational algorithms and statistical methods to find patterns and relationships in multiple database sources. Solves complex business process and information requirement problems via a combination of analytic judgment, process improvement techniques, and proven analytic practices.
Qualifications and Education
Bachelor's degree in Behavioral or Social Science; or related disciplines appropriate to the position.
Or
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
Or
Four years (4) of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
And
Specialized Experience. Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.
