POSITION ANNOUNCEMENT Data Analyst, Youth Mental Health Salary Grade: 23 $80,721 -$94,822 The Research Foundation for Mental Hygiene, Inc. is seeking one (1) qualified candidate to fill the full-time position Data Analyst, Youth Mental Health in the bureau of Children, Youth, and Families. DIVISION/PROGRAM DESCRIPTION :    Our Agency's five strategic priorities, building off a recently-completed strategic planning process emerging from the COVID-19 emergency, are: 1) To re-envision how the Health Department prepares for and responds to health emergencies, with a focus on building a "response-ready" organization, with faster decision-making, transparent public communications, and stronger surveillance and bridges to healthcare systems 2) Address and prevent chronic and diet-related disease, including addressing rising rates of childhood obesity and the impact of diabetes, and transforming our food systems to improve nutrition and enhance access to healthy foods 3) Address the second pandemic of mental illness including: reducing overdose deaths, strengthening our youth mental health systems, and supporting people with serious mental illness 4) Reduce black maternal mortality and make New York a model city for women's health 5) Mobilize against and combat the health impacts of climate change Our 7,000-plus team members bring extraordinary diversity to the work of public health. With commitment to advance anti-racist public health practices that dismantle systems that perpetuate inequitable power, opportunity and access, the NYC Health Department continues to work in and with communities and community organizations to increase their access to health services and decrease avoidable health outcomes.   BUREAU DESCRIPTION: The Bureau of Children, Youth & Families (CYF) is responsible for planning and monitoring much of NYC's comprehensive network of child and adolescent community mental health services. CYF relies on research and surveillance to guide its decisions around service planning, implementation and evaluation and incorporates a health equity lens into its work. CYF oversees a portfolio of over 100 programs and supports a family-driven, individualized and strength-based approach to care.    JOB DESCRIPTION:    The Bureau is seeking to hire a Data Analyst for Youth Mental Health (YMH) to assist with the analysis of program and population survey data relating to youth mental health. The Data Analyst for YMH will report to the Data Manager for Youth Mental Health in the Office of Research and Evaluation, and work closely with the Division of Epidemiology to ensure that youth mental health survey, analytic, and reporting efforts are aligned with program goals and objectives. The Office of Research and Evaluation (ORE) supports Bureau Offices and leadership by conducting surveillance, needs assessment research, program evaluation and reporting, and general research and data support. ORE plays a central role in the development and management of data collection systems and analysis of population-level and program-specific data. In addition, it informs the public through publications and presentations. The Data Analyst for YMH will assist with the data capture, analysis and reporting of parent and youth-reported mental health survey data. They will assist with the development of recommendations to help increase the reach of the YMH data and future survey and analytic efforts. The Data Analyst for YMH will also work collaboratively with other research staff in CYF, as well as across the agency to analyze and report on DOHMH population-level survey data relevant to youth mental health.   JOB RESPONSIBILITIES:   Participate in and assist the Data Manager for Youth Mental Health with the planning, development, and implementation of population level youth mental health data surveillance and research.   Assist with the development and maintenance of youth mental health survey research conducted at DOHMH in collaboration with bureau, divisional, and cross-divisional partners.   Assist with the identification of appropriate survey instruments and design new items for future surveys.   Maintain strong knowledge of the landscape of youth mental health to inform research efforts; and conduct literature reviews as needed.   Work with the Data Manager for Youth Mental Health to develop analytic strategies and plan for youth mental health data.  Design, conduct, and interpret the youth mental health complex surveydatasets and others as they relate to youth mental health (NYC Kids, YRBS, Neighborhood Wellness)  Identify and evaluate the prevalence, patterns and trends of youth mental health outcomes, predictors, and associated social factors.   Work with the division of Epidemiology to support the implementation and data capture for the bi-annual youth mental health survey.   In collaboration with the division of Epidemiology, pre-process, clean, and prepare data for analysis using SAS, SUDAAN, and/or R. Specific tasks include:  Clean raw datasets, including recoding and renaming variables, adding labels and formats, and removing unused variables.  Merge datasets and append variables  Create codebooks, analytic guidelines and other dataset documentations   Lead data management efforts through data quality review and thorough documentation of data management decisions, in collaboration with the Data Manager for Youth Mental Health.  Ensure rapid and accurate response to internal and external requests for data, ensuring data and reports are reviewed prior to sending.  Develop graphics, tables, and slides to be used for presentations to a wide set of audiences.   Effectively present and interpret data findings verbally, in writing and in table format to internal and external stakeholders.   Assist with the writing of technical and research publications based on findings from the above analyses for internal and external stakeholders.  Assist with the writing and analyses needed for a Youth Mental Health bi-annual status report.   Conduct literature reviews to inform research questions, analysis design and outcome measures.  Collaborate with other research analysts, program, and policy staff.  Conduct special projects and perform other duties as assigned.  Incorporate anti-racist research practices to promote equitable data collection, analysis, reporting and technical assistance.   Ensure alignment with Bureau and Divisional data protocols and stay current with emerging trends and practices in youth mental health survey design, implementation, and reporting.  Protect the confidentiality of private information and follow study protocols   MINIMUM QUALIFICATIONS: A Master's degree or equivalent related experience in Psychology, Social Work, Public Heath, Public Administration, Public Policy, or an associated field. OR: Baccalaureate degree from an accredited college and two (2) years of satisfactory and relevant professional experience working in one or a combination of the following areas: management or methods analysis, operations research, organizational research, or program evaluation; in personnel or public administration, economic planning, or fiscal management; or a related area, AND: Two or more years of proven, successful, Project Management experience. PREFERRED SKILLS:    The successful candidate will have strong analytic and statistical skills with the ability to manipulate and analyze data using statistical software.  Proficiency in the use of SAS; at least two years' experience preferred.  Previous work with SUDAAN, SQL, a plus Experience cleaning raw data and an excellent attention to detail  A background with research, survey development and implementation, data analysis, and reporting is desirable.  Location: 42-09 28th Street, Long Island City, NY 11101 Salary: $82,506 - $94,882 Remote Work Policy: DOHMH employees working through RFMH are allowed a Hybrid option post training and onboarding.
