Where You Will Work


This position is vital to the functioning of the Enterprise Continuity Program. The program ensures the organization is in line with both NRO and federal requirements. Chief, Enterprise Continuity Division (C/ECD) ensures resiliency through documenting, analyzing, planning, and exercising to mitigate dependencies on people, processes, and assets that could disrupt the NRO’s ability to perform its mission. The C/ECD briefs senior leadership, as well as coordinates with mission partners and the ODNI.


The National Reconnaissance Office/Management Services & Operations/Continuity & Emergency Management Group/Enterprise Continuity Division (MS&O/CEMG/ECD) has the mission to manage the continuity framework at all NRO locations that will provide for necessary uniformity in requirements, procedures, and guidance, while allowing personalization to meet each site’s unique needs. MS&O is responsible for the NRO Enterprise, which includes NRO Headquarters and multiple field locations. The position is based out of the NRO Headquarters in Chantilly, VA with some travel required to support the CEMG portfolio.

What You Will Be Doing


  • Maintain a multi-year program management plan to drive the strategy for the NRO continuity program.
  • Brief NRO leadership on program, and represent CEMG and the NRO at relevant agency and interagency forums.
  • Manages daily programmatic functions, interfaces with mission partners across the IC and DoD. Oversees work effort of assigned staff and contractors. Provides extensive coordination and guidance to a wide range of government, military, and contractor personnel on methods, processes, practices, lessons learned and risk mitigation. Develops, maintains and manages updates to program documentation, performing evaluations as required. Develops and reviews Statements of Work and Request for Proposals.
  • Affect the closure of any relevant findings from assessments, inspections, TT&E activity, or real world events by updating relevant plans, policies, and procedures.
  • Maintains Alternate Operating Locations in fully operational status and ensures personnel are trained accordingly.
  • Support C/CEMG, the NRO Continuity Manager, and the NRO Continuity Coordinator in meeting federal and DoD specific requirements.
  • Drafts and updates NRO Continuity of Operations (COOP) Plan in line with BPA/BIA captured; and ensures formats, SOPs, training, and support are provided for the drafting and updating of COOP plans for Directorates & Offices (Ds&Os) and Mission Ground Stations.
  • Stand-up and provide direct oversight to continuity related event specific command centers, such as for COVID-19.
  • Actively participate in Test, Training, and Exercise (TT&E) activity to ensure plans are executable and any gaps are identified and mitigated.
  • Provides training and support to the Senior Emergency Relocation Group (ERG) in order to ensure ability to execute Command and Control.
  • Manages team that conducts Business Process Analysis (BPA) and Business Impact Analysis (BIA) to document the people, processes, and infrastructure necessary to perform the NRO mission as part of the full Continuity Planning Cycle. This is an ongoing, iterative process performed on a two-year cycle. Collected information is captured in a system of record and used to document requirements that support decisions of senior leadership.


What You Need


  • Experience implementing a complex project plan and overseeing contract support.
  • Excellent communications skills, including ability to communicate effectively with people at all levels of leadership and with people generally engaged in different functions, missions, and kinds of work. Ability to give effective oral presentations at levels appropriate to and tailored for different target audiences.
  • Ability to effect change or activity in areas of an organization over which there is no direct budgetary or managerial control.
  • 10 years of progressive experience in the fields of continuity, emergency management, TT&E, security, strategic planning, policy, or critical infrastructure.
  • Experience briefing senior leadership and producing executive level briefs.
  • Ability to develop detailed plans, tasks, milestone dates and schedules to ensure proper sequencing of events and tracking of processes and costs throughout the life cycle of the programs/projects.
  • Skill to plan, organize and direct special projects and influence management to support and implement recommendations.
  • Knowledge of the principles and theories of strategic planning, program assessment, business management and processes aligned organization models.
  • Excellent interpersonal, organizational, and management skills to conceptualize and effectively lead complex analytic projects with limited supervision; ability to work collegially to find a consensus solution when views differ among internal/external stakeholders, and ability to effectively work independently and within a team or collaborative environment.
  • Knowledge of DoD and Intelligence Community (IC) organizations, missions, relevant policies, and processes.
  • Evaluate the results of programs and processes, and manage related resources and activities to successful completion.


Desired Qualifications


  • Possess 5 to 7 years’ experience directly in the field of continuity.
  • Possess COTR experience and certification.
  • Direct experience producing an agency level COOP plan and conducting a BPA/BIA.
  • Direct knowledge and experience working as part of a continuity/mission assurance program in the Intelligence Community (IC), Dept. of Defense (DoD), or federal agency that involved documenting and assessing organizational structures, mission, operations, and requirements in a wide variety of areas.
  • Ability to resolve unique or novel problems, conditions, or issues; or significantly alter standard practices and processes; provide expert advice to senior colleagues and/or agency officials responsible for broad program operations; provide significant and innovative recommendations for advancing programs and/or methods; and execute significant projects.
  • Possess Disaster Recovery Institute (DRI) certification Associate Business Continuity Planner (ABCP) or Certified Business Continuity Planner (CBCP), or the Federal Emergency Management Agency (FEMA) Professional Continuity Practitioner (PCP) Level 1.
  • Experience with NRO missions, programs, and management processes.
  • Experience managing and executing a program budget.


Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform and is typically in or directly related to the duties of the position as described above. GG-14: $132,368 – $172,075


  • This position is a Senior/Expert Level DCIPS position. The NRO is accepting applications from U.S. Citizens and current federal government employees for this position. To qualify for the position, federal government employees MUST currently be at the GG-14 grade level and may ONLY apply for a lateral reassignment at their current grade level and step.
