Job Description
JOB FUNCTIONS AND KEY RESPONSIBILITIES:


  • Conduct commissioning meetings, typically in-person, as required on projects with Company employees, consultants, inspectors, and contractors to coordinate commissioning activity and resolve project problems.
  • Lead final facility walkdown efforts & PSSR verifications to ensure assets are ready for start-up
  • When not acting as the Project Manager, works cooperatively with Project Manager to assure that projects are executed in accordance with approved budgets and schedules
  • Collaborate with commercial, operations, ES&H, and engineering personnel to leverage Producer data to develop project scope, schedules, and cost estimates.
  • Assure that commissioning activities comply with local, state, federal, tribal, and Company regulations, policies, and procedures.
  • Review invoices to assure accuracy of tabulations, accuracy of completion percentage, and recommend approval or disapproval.
  • Manage asset commissioning in accordance with project schedule and budget.
  • Assist in completion of all tasks required to close out project and organize project post-job reviews. Ensure job documentation is complete and submitted to the Company in accordance policies and procedures.
  • Coordinate contractor bid process, selection, and contracting in conjunction with Project Manager, legal and procurement departments.
  • Engage and coordinate with other project stakeholders – including Operations, measurement, SCADA/automation, and I&E – to ensure all project aspects are completed satisfactorily and per the original scope.
  • Proactively seek opportunities to learn and develop and to find solutions for maximizing value to the business unit
  • Embody integrity, accountability, initiative, and respect in all correspondence and tasks performed
  • Develops a strong service provider-oriented relationship with various stakeholders at Targa, including operations, engineering, and commercial.
  • Schedule and coordinate multi-disciplinary pre-commissioning & commissioning efforts outside of the normal scope of work as needed to ensure project success.
  • Continuously review assets to enhance safety, mechanical reliability, operational flexibility, and capacity
  • Initiate and participate in Management of Change (MOC)/Post-Startup Safety Review (PSSR) processes
  • Participates & provides feedback in all project post-job reviews (“look-backs”). Ensures that job documentation is complete, retained, and submitted to the Company in accordance policies and procedures.
  • Maintain & continue to build a working knowledge of all gas plant equipment function & operation, including operations best practices applicable to the midstream industry
  • Responsible for safe, compliant, efficient & reliable commissioning & start-up of midstream construction projects, including gas plants, pipelines, well connects, compressor/pump/measurement stations
  • Communicate effectively and professionally with internal and external team members (including safety, environmental, operations, engineering, commercial, land/ROW, 3rd party contractors, etc.)
  • Provide supervision over third party OEM personnel for pre-commissioning, commissioning & start-up purposes
  • Collaborate with Project Manager, Construction Manager, and engineering to develop pre-PSSR punchlist for EPC contractor.
  • Coordinate material selections, bids, orders, and deliveries for first fills, startup spares, and other commissioning needs in conjunction with Project Manager, supply chain and engineering
  • Maintain & continue to build a working knowledge of codes, standards, regulations, and best practices applicable to the midstream industry (including API, ASME B31.3/4/8 and VIII, DOT 192/5, NFPA, etc.)


MINIMUM ESSENTIAL QUALIFICATIONS:


  • Competent skills and knowledge of the codes, standards, and regulations applicable to construction activities
  • Strong interpersonal and communication skills
  • General knowledge of both Mechanical and Electrical equipment
  • Knowledge of general construction practices employed in oil & gas operations including pipelines, measurement, compressor stations, and processing facilities.
  • Ability to read and interpret engineering documents including but not limited to Piping & Instrumentation diagrams, Process Flow diagrams, Heat Material Balance, Isometric drawings, Electrical one-lines, Electrical load list, etc.
  • General knowledge of different types of manual valves and instrumentation
  • 5+ years of experience in gas plant operations, maintenance, commissioning or related field
  • Ability to work with Navisworks 3D models (view only)
  • Valid driver license and safe driving record
  • Proficient in Microsoft Office applications, including Outlook, Word, Teams, and Excel
  • Ability and willingness to travel
  • High school diploma or equivalent
  • Ability to interface effectively with all levels within the company as well as organizations outside the company
  • Ability & willingness to work weekends & holidays as needed
  • CWI Preferred
  • Regular and reliable attendance


PHYSICAL DEMANDS & WORK ENVIRONMENT:


  • Ability to lift, push, and pull 50 pounds
  • Follow and adhere to all applicable Personal Protective Equipment (PPE) guidelines (ex: eye protection, footwear, hard hat, FRC)
  • The employee is frequently required to stand; walk; use hands to handle or feel; and reach with hands and arms.
  • Ability to work in close quarters: i.e., work while kneeling, squatting, sitting, climbing, and standing
  • Ability to work in changing climate conditions and a plant environment
