PURPOSE:
Under the general supervision of the Deputy Building Official and under the daily oversight of the Senior Inspector of Record, the Construction Inspector conducts inspections of construction work performed by contractors and campus crews on utility, new construction and alteration projects on both major and minor capital projects. The campus inspector may be the Inspector of Record (I.O.R.) for projects, or work under the Senior I.O.R. All work must be inspected for compliance with California Building Codes (CBC, DSA, CSFM) and the State University Administrative Manual (SUAM) governing design and construction practices. The Construction Inspector serves as a critical team member within Campus Planning and Development in the Facilities Management Department.
ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:
  • May work independently or with the Senior IOR to conduct on-site inspections to evaluate construction work in progress, ensures that projects are in compliance with plans, specifications and codes. Reviews construction work and provides input pertaining to substandard workmanship and/or materials.
  • Documents all construction activity in a daily diary kept for each project used to substantiate the work performed, any problems, rejections initiated and any unusual events.
  • Analyzes and tracks the construction progress schedule to ensure work completed based on the approved contract schedule. Compares progress schedule to the contractor's monthly pay application to substantiate payment request.
  • Supervises and/or performs on-site testing to ensure all required tests are performed. Recommends corrective action on failed tests.
  • Inspects all delivered materials to ensure compliance with specifications and undamaged condition, reporting all materials that do not meet requirements.
  • Certifies in writing at the completion of construction that the project was constructed according to contract documents, and confirms that the contractor has provided all documentation before the Notice of Completion is filed by the University with the County Recorder.
  • Works with the Deputy Building Official to manage building permit process, file plans with the Office of Fire Safety and the Office of the State Fire Marshal, as required.
  • Works closely with construction project managers to ensure projects are inspected on schedule and follow up items are completed in a timely manner in order for projects to remain on schedule and in compliance with applicable codes.

Perform other job-related duties and special projects as assigned.
KNOWLEDGE, SKILLS AND ABILITIES:
Thorough knowledge of: regulatory practices, rules and ordinances governing builders' proper construction, use, occupancy, safety and sanitation; construction engineering methods, practices and procedures, and contract management. Comprehensive knowledge of building, plumbing, mechanical, fire, electrical, Title 24, and other applicable codes. Skilled in data collection, statistical analysis techniques and basic budgeting principles. Knowledge of construction, engineering methods, contract management and California Building and Safety codes, State and Federal codes and local ordinances. Experience working in a University, a large institutional setting or public works environment. Experience and/or training on PC computers and software.
Skills: Display a high degree of initiative, maturity, integrity, and good judgment.
Ability to: read and interpret construction plans, specifications, surveys and technical reports as necessary; work independently to identify difficult construction issues and develop solutions that represent the best interests of and minimize risk to the University; perform climbing, bending, squatting and kneeling activities that will include, but not be limited to, using ladders to access roofs and manholes; maintain accurate records; and establish and maintain cooperative and effective working relationships within a diverse, academic environment. Demonstrated ability to address the essential functions associated with this position including the knowledge and abilities identified above
MINIMUM QUALIFICATIONS:
Five years of experience in commercial and/or institutional construction working as a trades person, general contractor, foreman, etc. or at least one year of experience as a construction inspector on major residential, industrial, or institutional construction projects. Ability to effectively execute the applicable provisions of the SUAM Guidelines (9792.05 to 9792.08) within one year of employment.
PREFERRED QUALIFICATIONS/DESIRABLE EXPERIENCE:
AutoCad (version 2010) and project management software is desirable. Experience with complex building types (e.g. laboratories, high-tech communications systems), cost estimating and schedule analysis. Experience as an inspector on a university campus. Technical fluency with Microsoft Office Professional Suite, Oracle-PeopleSoft/CMS baseline system; and Google mail and calendar.
The credentials of the campus inspector must be appropriate for major and minor construction projects and have one or more of the following credentials upon hire or within one year of employment:
  • California Licensed Architect or Engineer.
  • HCAI (Health Care Access and Information);
  • ICC (International Code Council) certificate; general building preferred;
  • Certification in a nationally recognized organization;
  • DSA (Division of the State Architect); and/or

SPECIAL CONDITIONS OF EMPLOYMENT AND POSITION DESIGNATIONS:
  • Certification in a nationally recognized organization;
  • This position will have responsibilities that require the employee to possess a license, credential or other certification in order to meet minimum job qualifications and/or to qualify for continued employment, and must be obtained within the first year of employment. These include one or more of the following credentials:
    • ICC (International Code Council) certificate; general building preferred;
    • Certification in a nationally recognized organization;
    • HCAI (Health Care Access and Information);
    • DSA (Division of the State Architect); and/or
    • California Licensed Architect or Engineer.

  • The person holding this position is considered a "mandated reporter" under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.

  • May require occasional evenings and/or weekend work.

  • Must possess and maintain a valid license to drive in the State of California, pass the Defensive Training Class, and be insurable under the University's liability coverage.

PHYSICAL ENVIRONMENT:
Office environment with standard equipment and tasks. Position requires working at a computer and desk for extended periods of time. Construction site environment often with heavy equipment, overhead and underfoot hazards, active workers, requiring Personal Protective Equipment. Requires ability to walk from one jobsite to another across campus and may require occasional use of personal vehicle.
