The City of Santa of Santa Fe Springs is seeking a highly-motivated individual for the position of Community Services Supervisor. This is a Full-Time position in the Parks & Recreation Services Division of the Community Services Department.


Parks and Recreation Services (PRS) Division: The Parks and Recreation Services Division is responsible for development, planning, and implementation of recreation programs and events. Programming includes youth & adult sports, teen lounge, parks, aquatics, special events & youth development programs.


Position Purpose


Under general supervision, plans, organizes, supervises and delivers a variety of community programs, services and events within a specified section, such as: Parks and Recreation, Family& Human Services; coordinates activities with other divisions, outside agencies and the general public.


Supervision Received


Receives general supervision from a Division Manager or the Community Services Department Director.


Supervision Exercised


Exercises direct supervision over supervisory, professional, technical and support staff.


Examples Of Duties And Responsibilities


  • Essential Job Specific Duties: Oversees organization, staffing and operational activities for a specific section, which may include programs, classes, activities, cultural affairs and special events for an assigned section.Develops, recommends and implements program goals, objectives, policies, and priorities.Identifies opportunities for improving service delivery and implements programmatic improvements.Develops work plans for assigned program services and activities and assumes responsibility for its completion.Develops and implements operational policies and procedures and explains them to staff. Provides information and assists in handling citizen inquiries, requests, complaints, and special problems regarding recreation programs.Supervises, trains, evaluates, and schedules assigned staff, including full-time employees, seasonal workers, contract instructors, and volunteers.Plans, organizes, promotes, and supervises a variety of programs and services.Coordinates and conducts special events and activities. Prepares a variety of promotional and instructional materials.Represents program and/or the Division in the community, explaining and advocating for available services.Makes oral presentations at City advisory committees, as well as city council meetings.
  • Other Job Specific Duties: Forms partnerships with social service agencies to ensure that essential services are provided to program participants.Directs the planning and execution of a variety of special and cultural events, such as community outreach programs, fund raisers, art and health fairs, concerts, and community health fairs. Oversees the marketing of program events and facilities.Evaluates and approves special permit applications.Prepares, administers, and monitors the budget for assigned programs. Prepares cost estimates for budget recommendations.Monitors expenditures.Prepares grant proposals and seeks other sources of funding for assigned program.Maintains records and develops reports concerning new or ongoing programs.Prepares statistical reports. Conducts research on trends, demographics, and needs of the community when evaluating current programs and planning strategically for the future.Prepares reports and other correspondence.Participates in selection, supervision, and evaluation of staff. Works with staff to correct deficiencies. Provides or coordinates staff training.Performs related duties as required.

Operate and use modern office equipment


Additional Qualifications: Knowledge of principles of human development, child and adolescent development, geriatric psychology, parenting, and/or family dynamics. Knowledge of principles and practices of case work. Knowledge of pedagogy, including lesson and curriculum planning for early childhood. Knowledge of recreational activities, games, sports, arts and crafts, or other specialized programs for youth or seniors. Knowledge of community resources available for program participants. Knowledge of federal, state, and local laws, codes, and regulations pertaining to area of assignment. Ability to maintain confidentiality and objectivity. Ability to write effective grant proposals.


Education And Experience


The following requirements generally demonstrate possession of the minimum requisite knowledge and ability necessary to perform the duties of the position. A typical way to obtain these would be:


  • Bachelor's degree in social work, psychology, sociology, education, public administration, recreation administration, or a field related to the area of assignment; Master's degree preferred.
  • Three (3) years of increasingly responsible community services program development and implementation experience, plus two (2) years of administrative and supervisory responsibility.
  • A valid State of California driver's license and an acceptable driving record. Some positions in this class may require possession of valid certifications in CPR and Basic First Aid from an authorized provider.

Nepotism Policy
