DEFINITION

Plans and executes a wide range of advanced and lead level video production, direction, writing, editing and related tasks for the Norfolk Public Schools’ Department of Communications and Community Engagement. An employee in this class is responsible for leading in and performing the full range of video projects-program concepts, production (field and studio), voice over, graphics and after-effects and shooting/editing for website, social media, television, on-air and remote telecasts. Positions assigned to this class also operate digital and video cameras, cell phone video and still cameras, drones and drone cameras, audio boards, wired and wireless microphones for traditional, digital and cell cameras, lighting, teleprompters, and performing related tasks in a studio or field site. Includes writing for social media, web, and scripts. Includes oversight or lead programming and planning activities.

SUPERVISION

Work is performed under the general supervision of the Director and Assistant Director of Communications and Community Engagement. Positions in this classification assigned to train, assign, coach and supervise lower-level specialists.

DISTINGUISHING CHARACTERISTICS

This is advanced, lead level of the Video Production Specialist (VPS) career ladder. The class is distinguished from the VPS I, the entry level, and VPS II, the journey level. Those employees who are assigned to this classification have met prescribed experience and proficiency requirements noncompetitively based upon recommendation of the manager and director, and approval by the Department of Human Resources.

ESSENTIAL FUNCTIONS OF THE CLASS (May not include all duties performed by each position in the class.)

Plans, organizes, leads, and performs any of the full range of activities required for video productions, including concept development for traditional and social media and website, set design, script writing, social media writing, crew scheduling, field production, operating cameras and related equipment, operating drones, drone cameras and related equipment, editing, and all related activities.

Provides videography and photography support for Communications and Community Engagement Team efforts, including visual storytelling that supports Norfolk Public Schools goals and priorities.

Independently identifies, develops, and creates visual stories that support the mission of NPS as well as taking assignments from the videography manager and the Communications Director.

Operates various videography equipment such as cameras, cell phones, wired or wireless devices, drones and drone cameras, lighting, teleprompters, audio mixers, character generators and computer-driven graphics and special effect devices.

Designs and edits graphics including titles, intros/outros, lower thirds, transitions etc.

Designs studio sets and lighting.

Understands light, sound and editing needs for videography using cell phones.

Shoots and edits video for social media, web, graphic animations, PowerPoint, and television production presentations.

Provides written support including video intros and descriptions for use in newsletters, social media, website. Provides scripts for video projects including PSAs and division announcements.

Monitors the operational "Quality of Equipment" process to meet broadcast standards. Provides video in appropriate format to use online.

Consults with central and school-based administrators regarding specialized projects; processes requests for studio or remote videography.

Participates in the construction and teardown of studio sets as well as set up/tear down for remote locations including School Board meetings, public hearings, graduations, school or athletic events and the like.

Actively seeks information and training on existing videography equipment as well as current and emerging videography technologies, trends, and best practices around the country for possible use within Norfolk Public Schools. Helps NPS to identify, adopt, and deploy new videography technologies as necessary.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

Thorough knowledge of video production theory, principles, practices, operations, procedures and equipment.

Thorough knowledge of video script writing, direction, remote and studio requirements (personnel and equipment).

Thorough knowledge of complete editing practices, video-related computer operations.

Thorough knowledge of proper written composition techniques and grammar, script writing and editing.

Adobe Creative Cloud experience including editing and after-effects.

Skill in the use of the full range of audio, cell phone, drone, telecommunication, and computerized equipment assigned to the team.
Ability to produce and direct quality educational and school-community related communications programs.

Voice over experience.

Ability to give and take directions, and to follow often complex oral and written instructions.
Excellent writing and oral communication skills.

Willingness to embrace new technologies and learn new methods of and best practices for visual storytelling.

Must demonstrate courtesy and respect to all stakeholders.

Ability to maintain effective and productive working relationships with school administrators, staff, community members, media, and public officials.

MINIMUM EDUCATION, TRAINING AND EXPERIENCE REQUIREMENTS

A bachelor's degree in communications or closely related field, including or supplemented by course work in communications production and education videography direction; considerable progressively more responsible experience in telecommunication production, preferably in an educational television environment; or any equivalent combination of education and experience that would provide the above noted knowledge, skill, and ability.

LICENSE/CERTIFICATION

Possession of a commercial drone pilot’s license or willingness to successfully complete the requirements and obtain the license within twelve (12) months is required.

PHYSICAL ATTRIBUTES

Excellent hearing and vision and voice and tone differentiation skills.

Sufficient strength to manually move, lift, and carry cameras, recorders, and related equipment weighing up to 30 pounds for extended periods of time. Sufficient strength and agility to assist in set up and break down for shoots in remote locations.

HAZARDS

Exposure to and use of studio equipment including lights, drapes, and backdrops. May require using a ladder to create set. Additional work environments include school settings, board meetings, and athletic events.

Other work involves exposure to normal, everyday risks encountered in a school, office or television studio setting.

UNUSUAL DEMANDS

This position is and may require on-call response and work during emergency situations including inclement weather, active threat, or other school shut down for any reason.

Subject to frequent interruptions.

May also require travel for School Board, student, or athletic events.

Ability to work rotating shifts, including nights, holiday, on-call, and weekends when scheduled.
