BACKGROUND:

Prosper Africa is a Presidential-level, national security initiative to strengthen the strategic and economic partnership between the United States and African countries. Prosper Africa builds a 21st Century U.S.-Africa partnership by increasing two-way trade and investment to strategic scale to create jobs, secure strategic sectors and supply chains, advance economic prosperity, and counter threats that include climate change and malign foreign influence. Through its NSC-directed role, Prosper Africa mobilizes and amplifies the resources of 17 U.S. federal agencies in Washington and the field to advance the U.S. Government’s strategy for Africa.


The Communications Advisor will contribute to the strategic communications and outreach portfolio of the whole-of-government Prosper Africa initiative. The incumbent will support the Prosper Africa Executive Secretariat (Secretariat) as it coordinates, synchronizes, convenes, monitors, and reports on Prosper Africa-related trade and investment efforts to substantially increase two-way trade between the United States and African countries.

As a critical member of the Secretariat, the Communications Advisor will report to the Prosper Africa Strategic Communications Director, providing guidance to Secretariat staff on the full range of internal and external communications functions, with a focus on website development, digital and social media. The Communications Advisor will contribute to development and implementation of the Prosper Africa communications and outreach strategy, and support the development of related materials (e.g. website development, digital and social media content, multimedia success stories, briefers, fact sheets, talking points) for the USG Prosper Africa initiative, and will support the drafting, collecting, investigating, managing, and distributing of information associated with the Prosper Africa initiative.

DUTIES AND RESPONSIBILITIES:

● Support broad strategies to build relationships engaging with diverse groups and individuals utilizing social media tools;

● Create and execute development and posting of social media content and other electronic media materials.

● Support the development and implementation of a communications strategy for the Prosper Africa Initiative.

● Support the development of a domestic and international outreach/event strategy for the Initiative; design and coordinate events across the 17 participating agencies including event staffing and press support for representatives of the Secretariat.

● Support the development of systems for interagency communications coordination, including the identification, collection, and presentation of success stories.

● Support the design and production of print and multimedia content, including fact sheets, newsletters, multimedia success stories, PowerPoint presentations, and social media content.

● Support the development and management of the Prosper Africa website.

● Develop, draft, edit, and disseminate materials for both internal USG and external audiences.

● Prepare for a wide range of events, trips, reports, briefings, presentations, memos, publications, and other related methods of communication.

● Liaise with and respond to inquiries from various internal and external stakeholder groups.

● Track and provide recommendations on legislative actions relevant to Prosper Africa activities.

● Draft and coordinate input on responses to Congressional inquiries.

● Prepare senior leadership for briefings and other engagements with Members of Congress and Congressional staff.

● Other related duties as assigned.

KNOWLEDGE SKILLS, EDUCATION and/or EXPERIENCE:

Required:

● Bachelor’s degree in a field such as international relations/studies, communications, journalism, social and political sciences, or similar areas plus ten years of communications and/or public relations experience, or

● Master’s degree in a related field, plus seven years of relevant work experience.

● Proficient in Google (Docs, Drive, etc.) and Microsoft (MS Word, Excel, etc.) applications.

● Experience with InDesign, Photoshop, and other tools within the Adobe Suite and social media tools.

● U.S. Citizenship and the ability to obtain a Secret security clearance.

● Outstanding organizational and planning abilities.

● Ability to write well and persuasively under pressure and with deadlines; strong editorial expertise.

● Comfortable working both independently and collaboratively: self-directed and driven and adept at coordinating across numerous stakeholders to build consensus and drive impact.

● Ability to work with people from diverse backgrounds in diverse locations; adept at cross-cultural communication and collaboration.

● Ability to make judgements about the newsworthiness and appropriateness of communications in politically sensitive contexts.

Preferred

● Experience leading creative, innovative, and impactful digital strategy for the U.S. Government or other mission-driven organizations, ideally with an international reach.

● A demonstrated track record managing social media across multiple platforms for the U.S. Government or other mission-driven organizations preferred. Skills in new and emerging social media platforms.

● Experience in multimedia storytelling, including proficiency in InDesign, Photoshop, and other tools within the Adobe Suite preferred. Skills in graphic design.

● Experience drafting press releases and media advisories and proactively pitching stories and collaborations, ideally in a U.S. Government context.

● Strong relationships and experience with media engagement and experience working with U.S. and African media.

● Experience drafting a wide range of communications products, including fact sheets, success stories, talking points, and briefing papers.

● Experience working with senior leaders on strategic messaging, including developing targeted content for international audiences.

● Africa experience.

● Experience in emerging markets and private sector engagement.
