Departmental Overview
UC Berkeley's University Health Services (UHS) is a comprehensive college health service providing fully accredited, primary medical care, counseling and psychological services, and innovative health promotion programs for students, faculty, and staff. UHS provides on-campus medical care and coordinates supplemental needs for off-campus care through a network of community specialists and hospitals. UHS manages the student health insurance and workers' compensation insurance programs.
Approximately 65,000 visits occur annually including Primary Care, Urgent Care, Occupational Health and Specialty Clinics. Services are designed to minimize the impact of illness, emotional distress and injury on studies and work. The Social Services (SOS) unit offers short-term counseling, groups, case management and nutrition services to the campus student population. Counseling staff consists of social workers who provide compassionate specialty counseling on a range of specific and highly sensitive topics. Responsibilities
Responsible for the clinical operations and supervision of the Travel and Immunization Clinic including goals and objectives, and compliance with legal or policy mandates. Under the direction of the Clinical Services Director, ensures operational efficiency and fiscal responsibility, seeking revenue generating opportunities for Travel Consult and Travel services, and in consultation with the Medical Director or delegate lead physician, ensures high quality, evidence-based care within the clinic programs .
Manages the daily operations of the Travel and Immunization Department, maintaining patient care objectives, clinical protocols, policies and procedures. Manages the scheduling of nursing and support staff according to patient acuity and to assure optimal nursing services across units or sub-units. Hires, trains, supervises, and manages performance of clinic staff. Models UHS core values, mentors and coaches for maximum performance and job satisfaction. Develops team members through opportunities such as special projects related to Travel and Immunization goals, work on committees and assignments that enable staff to develop professionally, formal and informal coaching and mentoring, regular training, and appropriate conference attendance Oversees analysis and policy development for issues and processes within the Travel/Immunizations clinic, ensuring manuals are up to date with national guidelines.. Identifies budgetary needs and opportunities for revenue-generation within the Travel and Immunizations Program; justifies and escalates to supervisor in a timely fashion to ensure a balanced budget and to identify areas of growth and efficiency. Maintains and monitors Travel and Immunization staffing records and statistics as well as Travel and Immunization staff time keeping. Coordinates travel medicine education services and messaging to mitigate risk of communicable disease and morbidity. Advises senior management on matters concerning functional areas of oversight, and/or customer service issues anywhere within UHS. Serves as UHS subject matter expert on immunizations. Provides clinical guidance to various UHS committees such as the Health and Safety Committee and TB committee; member of the Clinical Services Management Team.
Mandatory tuberculosis and immunization program
In collaboration with Clinical Leadership and UHS IT, plays a leadership role in the development, implementation, usage, and quality control of UHS systems to track compliance with UCOP System-wide Mandatory TB Screening and Immunization Requirements. Responsible for planning and implementation of annual immunization fairs. In consultation with Medical Director, ensure appropriate clinical follow-up of screening results, including immunizations, additional diagnostic testing, case management, and consultation. In consultation with Medical Director (or delegate Clinical Lead), provides supervision and oversight to clinical support and nursing staff providing screening, monitoring, and nursing care of tuberculosis.
Direct Patient Care
Responsible for patient care activities in the Travel and Immunization Clinic, including immunizations, nursing care, treatment and procedures. Documents interventions, care and response clearly via an electronic medical record Evaluate, assess and monitor patients for the effectiveness of therapy and ensure the overall quality of care, and communicate with ordering clinician and/or medical director as appropriate Modify treatment plans as indicated by patients' response, condition, provider orders and/or use of protocols or standing orders, while maintaining patient safety and adhering to accepted evidence-based clinical guidelines.
Public Health Program Liaison
May serve as communicable disease program manager and liaison for the campus to the City of Berkeley, Alameda County and surrounding communities, State Dept. of Public Health, CDC. Responsible for ensuring timely reporting of and public health response to communicable diseases to relevant public entities (local, regional, and state as applicable); ensures compliance with communicable disease reporting and ATD standards. Oversees and ensures coordination of immunization data with CAIRS (California Immunization Registry System). Under the supervision of the Medical Director and in collaboration with campus experts, may provide guidance to professional staff and campus departments on infectious diseases affecting the campus population.
T&I Program Quality Assurance and Risk Management
Performs incident report investigations and monitors quality assurance indicators to ensure effective nursing care. Advises senior management on matters concerning functional areas of oversight, and/or customer service issues anywhere within UHS. Responsible for appropriate storage, temperature control, and management of vaccines stored outside of UHS Pharmacy, including tracking and reporting to regulatory entities as required. Ensures all Travel and Immunization staff remain up to date on required trainings, intervenes with additional training as identified. Responsible for biannual review and subsequent staff education and consent updates of CDC recommended updates to all Vaccine Information Statements Under guidance of and with support from UHS partners, ensures unit remains compliant with AAAHC and other applicable accreditation requirements. May assist other unit managers as needed/appropriate to expertise.
Required Qualifications
Solid knowledge of patient needs and care assessment.
Direct patient care experience in an Immunization Program, Travel Clinic, and/or transferable area.
Broad clinical skills in providing and supervising the appropriate medical care to patients including emergency interventions expected in an ambulatory care setting such as anaphylaxis.
Effective communication and interpersonal skills to interact with patients, staff members, and other members of the medical community.
Passion for leadership, supervision, and mentorship of nursing and clinical support staff; possess a growth mindset for their own leadership development.
Knowledge of electronic / medical record systems with the ability to remain flexible with desire for continued learning; computer literacy.
Advanced knowledge of clinical nursing standards and practice, including OSHA guidelines and other applicable regulations.
Thorough knowledge of health care delivery systems, health care program management, and coordination.

Education
Bachelor's degree in Nursing.
License/Certifications
Must have current and valid California State RN license by start date. Must have CPR certification.
Preferred Qualifications
Experience supervising a medical care unit.
Experience developing strong relationships with community partners to achieve objectives on both an individual case level as well as program planning and development for the campus.
3 years direct patient care experience in an Immunization Program and/or Travel Clinic with leadership position or management preferred.
Understanding of budget/fiscal related processes.
Experience managing and interpreting HR-related policies and procedures; knowledge of union contracts and preparation of contract negotiations, in consultation with Human Resources.
Knowledge of and experience with ambulatory care AAAHC and/or Joint Commission accreditation standards.
Education/Training:
Master's degree in nursing, public health, and/or equivalent health field or Current National Board Certification as Nurse Practitioner.
Public Health Certificate preferred.
Salary & Benefits
Under California law, the University of California, Berkeley is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary outside of the range posted in this job announcement. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.
This is a 80-100% FTE, career position, and eligible for full UC benefits.
This is an exempt, monthly paid position. At 100% (full-time), the budgeted salary range / annual pay scale that the University reasonably expects to pay for this position is $120,000.00 - $175,000.00.
The full salary range for this position classification is $101,300.00 - $192,300.00
