As California's lead agency under the U.S. EPA's Climate Pollution Reduction Grant (CPRG) Program, the California Air Resources Board is seeking a coordinator to help implement this newly-created, multi-stakeholder, multi-sector program. The Coordinator will have the opportunity to help maximize greenhouse gas (GHG) emissions reductions and associated co-pollutant benefits and shape California's approach under the CPRG Program, created by the landmark Inflation Reduction Act.
Situated within the Executive Office and classified as an Air Pollution Specialist (APS), the Coordinator role is a great opportunity for a highly motivated and organized individual to serve as a critical team member to coordinate actions at the forefront of federal, State and local climate policy into actionable emissions reductions plans. Under the first phase of the CPRG Program, the Coordinator will be a core contributor to three statewide climate plans. The actions listed in the first will be eligible to compete for $4.6 Billion in the second phase of the CPRG Program. To maximize the GHG reductions and myriad co-benefits under this program, the candidate will be responsible for the following job responsibilities as identified in this job posting and attached Duty Statement:
- The Coordinator will help the State work closely with tribal nations that fall within California's boundary on capacity building as well as climate action coordination.
- Given the substantial existing climate planning work by the State and local stakeholders to date, one of the core functions of this role will be assessing and tracking climate actions by multiple State agencies. This will include synthesizing and summarizing existing climate action plans for internal and external purposes. The Coordinator will also help conduct outreach, set up and attend meetings, draft meeting materials, track needed follow up, and coordinate with other State agencies as needed on draft CPRG deliverables.
- The Coordinator will have primary responsibility for ensuring California submits complete, accurate, and timely reporting to EPA on all required documentation, including Quality Assurance Project Plans, Quarterly Reports, and others as needed. This will require tracking project metrics and working across CARB divisions to gather relevant information.
- The Coordinator will track other federal funding programs created by the Inflation Reduction Act, the Infrastructure, Investment and Jobs Act and assess the complementarity of these programs with proposed CPRG actions. In addition, the Coordinator will share timely information on other federal funding opportunities with divisions across CARB to accelerate California's progress toward its climate and clean air goals.
- The Coordinator will help ensure that the State coordinates with Metropolitan Statistical Areas (MSAs) also participating as local leads under the CPRG Program, as well as with other counties and cities as appropriate on CPRG deliverables.
- As part of California's planned outreach and coordination efforts, the Coordinator will help plan and staff three listening sessions throughout the State. This will entail outreach, preparing meeting materials, logistical planning, tracking findings, and ensuring follow up is complete, and feedback is incorporated into CPRG deliverables.
You will find additional information about the job in the Duty Statement.
