Job Description
GENERAL DESCRIPTION OF CLASS

This is a highly responsible administrative position whose primary responsibility is effectively managing the administration of the City's Claims for Workers' Compensation, general liability, auto liability, and property claims. This classification is responsible for liaising with employees, supervisors, and directors for the City and Elected Officials. This position also coordinates with legal representatives, insurance companies, medical and rehabilitation facilities/staff/and/or physicians. Furthermore, this individual is responsible for coordinating with City employees and citizens to assist in the filing of workers' compensation, general, and auto liability claims, as well as with a contracted third-party administrator who administers the City's self-insured risk claims in workers' compensation, general liability, and auto liability claims. Coordinate with adjusters on matters relating to health care, including approved providers, pharmacy charges, and the review and request of medical records and reports. The incumbent has wide latitude for independent action and discretion in performing assigned duties and is normally expected to complete all functions with general direction. General direction is received from the Risk Management & Purchasing Director & Risk Manager, and work is reviewed through conferences, evaluation of reports, and evaluation of results obtained.

ESSENTIAL FUNCTIONS AND ADDITIONAL FUNCTIONS

  • Acts as liaison with employees and legal representatives during claims negotiation settlements.
  • Position is designated as Mission Critical.
  • Analyzes data for all losses to determine the cause and recommends corrective action for future risk avoidance.
  • Reviews and prepares authorization approvals or agenda information for various insurance claim payments.
  • Develops, analyzes, and presents complex claims reports.
  • Considers settlement negotiations with attorneys and insurance companies.
  • Supports and assists the Director to ensure departmental compliance supporting the City's strategic plan.
  • Tracks and reports claim trends to the Director, Risk Manager, and department.
  • May represent the City at claims-related depositions, mediations, hearings, and trials.
  • Reviews and evaluates all new claims for the City to settle or deny.
  • Manages response and preparation of legal defense materials and documentation produced for litigation.
  • May be required to work overtime or alternate hours as necessary for the efficient operation of the department.

QUALIFICATIONS (EDUCATION, TRAINING AND EXPERIENCE) AND SPECIAL REQUIREMENTS

  • Bachelor's Degree from an accredited four (4) year college or university.
  • Five (5) years of progressively responsible claims experience in workers' compensation insurance and/or auto/property casualty insurance.
  • Three (3) years of management and/or supervisory experience.
An equivalent combination of education, training, and experience which provide the necessary knowledge, skills, abilities, and other competencies necessary for success in the target position.

SPECIAL REQUIREMENTS:
  • Must maintain a valid telephone number.
  • A Florida All Lines Adjuster License is preferred.
  • Must possess a valid driver's license.

  • Principles and practices of supervision, training, and personnel management.
  • Pertinent local, state, and federal laws, rules, and regulations.
  • Principles and practices of indemnity, subrogation, and claims reserves
  • Principles and practices of business correspondence and report writing.
  • Thorough knowledge of workers' compensation, property, and casualty insurance coverage, including the methods, techniques, practices, procedures, terminology, and laws related to the preparation, reporting, investigating, and general administration of a workers' compensation and casualty claim program.
  • Ability to coordinate with insurance representatives, attorneys, physicians, and claimants in satisfactorily resolving claims.
  • Principles and practices of leadership, motivation, team building, and conflict resolution.
WORKING ENVIRONMENT/PHYSICAL REQUIREMENTS:
  • Requires sedentary work that involves walking or standing some of the time, exerting up to ten (10) pounds of force regularly, and routine keyboard operations.
  • The job risks exposure to traffic and no significant environmental hazards.
  • The job requires normal visual acuity, field of vision, hearing, speaking, color perception, sense of taste, sense of smell, depth perception, and texture perception.
