Job Description

Are you passionate about leading and developing staff to be the best they can be? If this sounds like you, the Richmond City Council is seeking a highly qualified candidate to serve as City Auditor.

The City Auditor is an appointed, executive-level position established by Richmond City Charter tasked with developing and implementing internal audit functions focused on efficient use of resources for the City of Richmond. The incumbent will oversee auditing for the City, examining agency operations involving performance and financial audits to accomplish the mission of promoting open and accountable city government through independent audit services.

To be successful in this role, the incumbent must possess a high degree of competency, integrity, and professionalism, demonstrating extraordinary skill in planning, leading, and coordinating audit processes. The ability to communicate with adaptability, strong analytical skills, and knowledge of effective auditing principles and practices are essential to executing this role to a level of superiority. The ideal professional will demonstrate proficient understanding with conscientious duty to implement impactful decision making. This position reports directly to Richmond City Council and the City of Richmond Audit Committee.

**SPECIAL REQUIREMENT**
The selected candidate must possess the designation of Certified Public Accountant (CPA) issued by the Virginia Board of Accountancy for the Commonwealth of Virginia or the examining board of any other state that extends to and is extended reciprocity by the Commonwealth of Virginia.

This position is unclassified. Therefore, the incumbent will serve at the will of the appointing authority. **

Duties include but are not limited to

  • Planning and directing the conduct of independent internal audits of books, records and operations of all City Departments and programs. Reviews audit documentation and signs audit letters that accompany audit reports. Makes recommendations to improve City operations
  • Supervising staff including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and terminating or recommending termination
  • Conferring with City Council, Audit Committee, Chief Administrative Officer and Mayor on matters
  • Directing special assignments, special studies, research and analysis
  • Overseeing of the department's annual budget
  • Participating in major computer implementations
  • Creating annual audit plans and budget preparations
  • Administering external audit contract
  • Consulting with department officials; acts as advisor to departments and agencies on internal controls and other related issues

Qualifications, Special Certifications and Licenses

  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
  • Requires ten (10) years of experience in conducting significant audits, five (5) of which shall be in a responsible administrative, management, or supervisory capacity
  • Requires Bachelor's degree in accounting, business administration, economics, public administration or related fields
  • Requires a Certified Public Accountant designation issued by the Virginia Board of Accountancy for the Commonwealth of Virginia or the examining board of any other state that extends to and is extended reciprocity by the Commonwealth of Virginia
The Preferred Candidate will have:
  • Ten (10) years of experience with internal controls and compliance
  • Master’s degree in business administration, public administration or related field
  • Other professional designations such as Certified Internal Auditor, Certified Information Systems Auditor or Certified Fraud Examiner are highly desired
  • Ten (10) years of progressive management responsibility including team development
  • Government performance auditing experience to include development of entity wide risk assessments and audit plans
