Work Unit
This position resides in the Department of Human Services within the Division of Child Support Services: The Division of Child Support Services (DCSS) exists to ensure that all children receive financial and medical support from each parent through the location of each parent, the establishment of paternity and support obligations, the enforcement of those obligations and connection to resources to assist parents in overcoming any barriers that are impeding their ability to pay child support. To do this, DCSS collaboratively provides case management tools, policy, performance, and operational assistance, and ongoing training to support counties in delivering the child support services program.
The Policy Unit leads the Colorado Child Support Services (CSS) program by affecting and supporting positive program policy. The purpose of the Unit is to implement federal requirements of Title IV-D of the Social Security Act, continuously improve the operation of Colorado's CSS program by designing and implementing changes to Colorado law, state rules and procedures, and provide quality supervision and guidance to 54 county CSS programs to maximize their ability to provide quality CSS services to the public and increase child support collections.
Description of Job
  • This recruitment may be used to fill both permanent and substitute positions. If used to fill a substitute position, this will not exceed nine months in duration. The selected employee will continue to receive benefits and leave during this training period and will be transferred to the permanent position once the current incumbent retires *
This position exists to be a Staff Authority to the Division of Child Support Services on child support policy, procedure and regulation. Assigned areas may include 1) Application/Intake, Confidentiality, Medical Support, Non-Disclosure Indicator (NDI), Current/Enforcing and TANF Cooperation, 2) Establishment, Paternity, Guidelines, Modification, and 3) Financial, Administrative Reviews, Locate, Case Closure, Emancipation.
Minimum Qualifications
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Education: Graduation from a college or university with a bachelor's degree in Human/Social Services, Public Administration, or a closely related field.
AND
Experience: Three (3) years of professional experience in policy analysis, project management, or working in the Child Support Services program.
Substitutions
Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.
Additional appropriate education will substitute for the required experience on a year-for-year basis.
Preferred Qualifications
  • Proven organizational and project management skills
  • Experience with the Automated Child Support Enforcement System (ACSES)
  • Ability to creatively analyze and interpret information necessary to make decisions
  • Technical assistance and/or training experience
  • Excellent writing skills so that information can be communicated clearly
  • Experience with analyzing, implementing and evaluating policy, legislation and/or regulations
  • Experience successfully communicating both in verbal and written form to high level audiences
  • Ability to balance the needs and intent of the Federal and State guidelines with the needs of stakeholders
Conditions Of Employment
  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must (1) disclose that information on the application (2) provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position, (3) provide the employee number from the applicant’s prior State employment. Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination and failure to provide this information will disqualify the applicant from future State employment with CDHS.
  • Must pass a background investigation and complete reference checks.
  • Must be willing to travel throughout the State to meet with county partners for training and out-of-state travel for conferences.
