This position can be located at the corporate office in Knoxville, TN, Germantown, Maryland, Washington, DC or remotely. Local candidates will be given priority and travel to TN, DC and MD as needed.

The Chief Operating Officer (COO) will manage and expand MSLLC’s growing federal and commercial program portfolio. The individual will be a part of the executive leadership team and will have primary P&L responsibility for each of MSLLC’s existing programs.

The COO will be responsible for executing on Management Solutions’ federal and commercial strategies, ensuring success with our clients, and providing executive oversight and implementation of current best practices across all MSLLC programs. All MSLLC program managers will report to the COO. The COO will work with each program manager to grow their programs and ensure program excellence. The chosen candidate will be expected to lead by example and mentor and develop others into senior program managers as part of the management team. Additionally, the COO will be expected to drive innovative solutions for our clients in the Department of Energy, Department of Defense, other federal agencies, and commercial clients, cultivating novel approaches to problems facing our nation and its commercial partners.

Responsibilities & Competencies

Portfolio Management

  • Responsible for YoY organic growth for each program through expanded scope and contract modifications, as well as providing strategic guidance to MSLLC’s CEO, Chief Strategy Officer, and Business Development Leads
  • Co-leading the account planning processes and meetings
  • Regularly conduct market scans on news/media, publications, investor/earning presentations, while also utilizing Management Solutions’ internal resources to refine and evolve MSLLC’s federal and commercial strategies and relevant business lines
  • Partner with CEO and Chief Strategy Officer to implement 10-year strategic plan across program portfolio
  • Track and highlight account investments to internal and external clients.
  • Supervises, mentors, and coaches approximately 10 program managers across MSLLC’s federal and commercial portfolios
  • Responsible for account KPIs such as revenue goals, client relationship activity, backlog and pipeline, as well as additional pursuits and teaming opportunities
  • P&L responsibility for across program portfolio
  • Mentor and work closely with Program Managers to support account operations and account administrative activity, including developing and managing client communications across the program portfolio
  • Responsible for delivering excellent products and services that maintain and enhance MSLLC’s stellar 20 years of past performance and CPARS across the federal landscape

Client Management and Business Development

  • Extensive federal program management experience; DOE or DoD experience preferred
  • Acts as subject matter expert and coaches subordinates on Management Solutions’ approach to delivering programmatic excellence
  • Proven track record identifying and developing relationships with key client stakeholders; including developing and executing on client relationship strategy and power maps
  • Actively develops, delivers, and improves products and services deployed across federal and commercial sectors, creating sticky, differentiated offerings
  • Drives integrated service line planning and activity across agency programs
  • Determines, drives, and ensures distribution of thought leadership, global growth platforms, and alumni initiatives across account portfolio, including presenting and speaking at key industry events such as Waste Management for DOE
  • Plans and monitors client feedback program and win/loss reviews to generate key client insights, as appropriate assists with client feedback interviews
  • Identifies opportunities to engage with target clients and collaborates with Practice Leads and/or capture managers on driving innovative solutions to market
  • Promotes pursuit excellence and assists in creating a WIN strategy and power maps on proposals
  • Understanding of DOE and DOE procurement cycles, agency strategic goals and business needs
  • Federal government experience preferred
  • Drives relationship programs to develop consistent, value-add client experiences and achieve excellent CPARS
  • Owns and manages select client relationships, as identified by Management Solutions
  • Proven track record of portfolio development and growth
  • Understanding of small business set aside contracting strategies and contractual requirements

Requirements:

Skills and attributes for success

  • Background in energy or clean energy program management preferred
  • Demonstrated success in federal contracting
  • Security clearance or ability to obtain
  • An executive presence; energetic and engaging style
  • 10+ years of government contracting, procurement and business experience
  • Time Management skills – ability to meet deadlines, prioritize and manage projects to the end
  • Knowledge of GSA contracts and small business set aside programs
  • Demonstrated success in DoD, DOE, or analogous program management, preferably within USACE (DoD) or DOE
  • Proven ability to build trusted relationships, both internally and externally
  • Experience in managing Cost Plus Fixed Fee, Cost Plus Incentive Fee, T&M, Firm Fixed Price and IDIQ Federal contracts
  • Understanding of Time and Materials (T&M), Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF), Indefinite Delivery, Indefinite Quantity (IDIQ), Blanket Purchase Agreement (BPA), Sole Source and Government Wide Acquisition Contracts (GWAC) contracts are required
  • Experience developing and using pricing models and cost forecasting models using MS Excel is required
  • Existing relationships within DoD or DOE, preferably built while serving in the federal government
  • Military veteran preferred
  • Strong analytical and quantitative skills, ability to review reports, interpret data and identify trends; a healthy sense of curiosity
  • The ability to work collaboratively in a dynamic team-oriented environment
  • Experience and drafting pricing cost narratives and administrative proposal volumes for bid and proposal efforts is required
  • Bachelor's degree in Business Administration or related field; MBA or JD preferred
  • Due to the nature of the government contract requirements and/or clearances requirements, US citizenship is required

Working Conditions & Physical Requirements

Work is generally performed remotely or within an office environment, with standard office equipment available. Work may be performed at the client site, a remote office, and/or MSLLC offices. Work is mostly sedentary in nature but may require occasional standing and walking. Must have good vision and be able to read, write, and communicate fluently in English.
