Job Description

The Position and Leadership Opportunity

Mat-Su Health Foundation (MSHF) seeks an experienced operational and management professional committed to a people-first approach to serve as its Chief Operating Officer (COO). A strategic partner to the President and CEO and a thought partner to leaders throughout the organization, the COO executes the management and operations of MSHF and plays a key role in the organization’s overall strategy development.The COO has the opportunity to design and implement a cohesive operational infrastructure that aligns to the organization’s commitment to equity, builds upon recent successes and rapid growth, and structures the organization for the future.


Application Process

Key Responsibilities

Reporting to the President and CEO and as a member of the Executive Leadership Team, the COO executes the management and operations of MSHF and develops the people, infrastructure, and systems needed to scale organizational impact.The COO embraces the organization’s values of prevention, access, wellness, fairness, equity, collaboration, and leadership. Specific responsibilities include, but are not limited to:

Leadership

·Lead the operations team along with their budgets and operations to achieve strategic goals and board directives. Directly supervise grant manager, building superintendent, and administrative assistant

·Provide oversight, direction, mentorship, and change management; ensuring effective operations of and efficient collaboration across MSHF to achieve strategic goals and board directives

·Assist CEO and CFO in developing strategies for the joint venture relationship and broader community impact, including investments in upstream interventions driving systems improvement

·Provide support to the Category A Directors of the Mat-Su Valley Medical Center LLC Board of Directors, Mat-Su Valley III LLC Board of Directors, and Susitna ASC Holdings, LLC


Health Equity Promotion

·Foster a healthy, inclusive, and productive organizational culture; model and be part of creating an environment that promotes great performance and positive morale

·Co-lead MSHF’s DEI initiative; develop the talent and internal processes to dovetail and support the Foundation’s external DEI Initiatives led by the Chief Program and Impact Officer

·Mobilize support for centering equity in the Foundation's systems, structures, policies, and teams; help ensure the Foundation is sharing and distributing power appropriately

·Champion operations team alignment with the organizational commitment to promoting health equity and inclusion; advance staff in personal and professional growth to facilitate community-wide health equity


Administration

·Administrative Support: Cross-train and ensure administrative support is adequate across the organization

·Human Resources: Responsibilities include talent management with an equity lens, benefit functions, and policies and procedures that foster effective recruiting, onboarding, professional development, performance management, and retention; manage contracted HR services

·Grant Management: Provide strategic and operational oversight of grants management functions, including the management of MSHF funds, pass-through funding, and grants MSHF receives for programmatic purposes

·Infrastructure Management: Design organizational structures, business models, workflows, and processes to implement MSHF’s operational and joint venture strategies efficiently; develop business plans in concert with the CFO in support of organizational growth and change

·Building Operations and Real Estate: Manage MSHF real estate investments and associated planning and oversight; oversee all physical plant operations and infrastructure to meet operational and community benefit goals. Manage associated staff and contractors

·Information Technology: Responsible for the management and execution of IT and A/V infrastructure, budget, and contracts, ensuring all IT initiatives support staff productivity and the overall goals and objectives of the Foundation

·Risk Management: Manage and mitigate risk, including ensuring adequate insurance policies, renewals, and compliance; coordinate legal counsel support as necessary across the organization

·Compliance Management: Manage the day-to-day operation of the compliance program, reporting, and related activities, taking appropriate steps to improve its effectiveness and consult with counsel as needed to resolve difficult legal compliance issues

·Joint Venture: Inform decision-making through impact assessments of the various LLC projects, contractual arrangements/proposals, and other strategic and operational issues, including reporting on potential opportunities and threats in the healthcare environment

Internal and External Relationships

·Strengthen and support internal communication, especially related to organizational and operational shifts and hybrid work models

·In partnership with the Executive Leadership Team, cultivate relationships with key partners and stakeholders to advance joint venture strategy and effective governance

·Build strong collegial relationships with managers and supervisors across the Foundation to align operational infrastructure and supports with and mission- and DEI related objectives

·Develop relationships and collaborate effectively with operations managers of Connect Mat-Su and R.O.C.K. Mat-Su to ensure cohesive operations across the organization

·Build professional relationships with vendors, contractors, and consultants to match key Foundation needs with the highest, cost-effective support

Education

·10 years of progressive experience in senior level operational roles; bachelor's degree preferred


Skills and Expertise

·Experience in implementing and executing human resources policies, programs, and practices across the spectrum of Human Resources functions

·Professional experience in management of administrative functions including administrative support, grant management, information technology, and facilities management

·Experience fostering learning and growth in service to equity-centered practices and culture

·A minimum of seven years of organizational management experience, including coaching, managing, and developing high-performance teams

·Demonstrated organizational development experience, including leading and managing change

·Demonstrated experience in negotiation and management of projects

·Strong analytical skills and the ability to think strategically, politically, and programmatically

·Experience working within diverse teams and communities

·Awareness of and interest in trauma-informed practices and psychologically safe cultures

·Preferred industry experience with foundations, health systems, or nonprofit organizations

·Excellent written and oral communication skills

·Effective use of technology, including literacy in Microsoft Office and database management

·Mat-Su knowledge and experience strongly preferred
