The salary range for this role takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs.

$68,500.00 - $99,300.00

Job Profile Summary:
The Buyer II under the supervision of the Procurement Manager, is responsible for the planning, directing, and coordination of the purchasing of materials, equipment, facilities, supplies, and services across the University as directed by Procurement Manager and the VP of Procurement. They will also be responsible for coordinating with Finance and Legal, maintaining vendor relationships and negotiating rates/terms for purchases.
Essential Functions and Responsibilities:
  • Recognizes and informs management of purchasing / supply issues and provides recommendations.
  • Leads lower dollar threshold sourcing projects (RFP’s, RFQ’s, RFI’s)
  • Assists in developing policies and procedures in the areas of procurement and asset control.
  • Coordinate with other departments including finance and legal for the negotiation and implementation of the contracts.
  • Train Purchasing Specialists and Buyers on WGU purchasing and procurement processes
  • Processes contract, bid or purchase order requests.
  • Identifies adverse trends, minimizes risk, and recommends improvement.
  • Source new vendors and monitor vendor terms, pricing, and relationships for all vendors.
  • Process requisitions and purchase orders as needed for conformance.
  • Acts as back up for time sensitive contract discussions and stakeholder needs in the absence of Senior Buyer and/or Procurement Manager
  • Performs other related duties as assigned.

  • Manage vendor relationships through vendor business reviews of their contractual performance.
  • Assist forecasting and trend analysis to effectively predict business needs
  • Identify and deliver cost savings to meet department goals.
  • Facilitates discovery discussions with vendors including initial discovery presentations
  • Negotiates contracts, terms/pricing; ensure best prices and services are obtained in assigned areas of responsibilities
  • Recognizes opportunities for improving procedures and policies regarding suppliers.
  • Maintain purchasing instructions, policies and procedures; communicate and educate WGU employees to ensure compliance
  • Participate in the review of specifications and statements of work for but not limited to curriculum development, materials, facilities, SaaS, and services.
  • Monitors current market to ensure competitive pricing
  • Administer purchasing systems as needed.
  • Maintain records of procurement requests, contracts negotiated, ordered and received.
Knowledge, Skill and Abilities:
  • Excellent skills in Microsoft Office products required
  • Strong negotiation and organizational skills required
  • Excellent discernment and decision-making skills a necessity
  • Must be able to learn new technologies and adapt to moving priorities
Minimum Qualifications:
  • Bachelor’s degree and 3 years of experience in procurement, vendor management or supply chain; or 5 or more years of related experience in lieu of advanced degree.
Preferred Qualifications:
  • Knowledge of Service Now
  • Knowledge of ERP systems preferably Workday
Physical Requirements:
  • Prolonged periods sitting at a desk and working on a computer.
  • Must be able to lift up to 15 pounds at times.
