Overview


As a research center of the Edward J. Bloustein School of Planning and Public Policy at Rutgers University, the Bloustein Center for Survey Research brings together expertise in a wide range of public policy areas with a full complement of research designs and methodologies. Our mission is to conduct high quality survey and evaluation research that meets the needs of our clients and advances understanding of contemporary social and public health issues.


The Bloustein Center for Survey Research directors and staff have more than 80 years combined experience conducting survey and evaluation research. The BCSR is a full-service research center offering clients assistance with study and sampling design, multiple method data collection, focus groups, analysis, reports, and presentations. The BCSR staff has extensive experience conducting survey and evaluation research in various public policy fields. The center has conducted needs assessments, program evaluations, tracking studies, and outreach analyses in education, social services, health and health care, maternal and child health, behavioral health, disability assessment, the environment, sustainability, business, and transportation.


Posting Summary


Rutgers, The State University of New Jersey is seeking a Business Manager III for the Bloustein Center for Survey Research. This position will be under the general direction of the Director of the Bloustein Center for Survey Research and Director of Business Services.


Among the key duties of the position are the following:


  • Represents Center at budget meetings.
  • Prepares data for annual budget projections and forecasts.
  • Handles internal business processes like purchasing, payroll and commitment accounting.
  • Grant management includes pre- and post-award processes such as budget development, creating and maintaining boilerplate documents, routing proposals through the university proposal system ( RAPSS ) and post award fiscal management including e-cert compliance, reconciliation of individual projects and annual/quarterly funder reports as well as close-out summaries.
  • Manages accounting and budget for this very active research unit within the Edward J Bloustein School of Planning and Public Policy ( EJB ).
  • Liaises with clients regarding administrative and reporting requirements.

Minimum Education and Experience


  • Requires a minimum of five years of relevant professional experience in a financial/accounting function, excellent communication skills, and computer literacy.
  • Requires a bachelor’s degree in a related field or an equivalent combination of education and/or experience which demonstrates knowledge and understanding of generally accepted accounting principles and practices.


Certifications/Licenses


Required Knowledge, Skills, and Abilities
  • Knowledge of university accounting systems, i.e., Marketplace, Cornerstone, HCM , RAPSS , preferred.
  • Must be fluent in Excel including pivot tables and look ups and other advanced functions.


Preferred Qualifications
  • Knowledge and experience using Access and/or SQL , Tableau, OTBI customization desired.
