Description: Anson County Building Inspection Building Inspector Salary Grade: 67 Hiring Range ($42,291 - $69,718) Compensation commensurate with experience

General Description of Duties

Performs responsible professional work in inspecting buildings and property within the County to ensure compliance with proper codes and ordinances. An employee in this class conducts inspections of building, plumbing, electrical, and mechanical codes for the County, and assists with other code enforcement activities such as zoning and nuisance code complaint investigation and enforcement. Work includes making inspections of buildings in process of construction or alteration, and new and existing residences for conformance of safety codes, and residences in each of the four trade areas. Work also includes performing field inspections required to enforce a variety of ordinances and regulations. Inspections may require some physical effort performed under hazards present in dealing with construction work in progress. The employee is subject to inside and outside environmental conditions and extremely, hot and cold temperatures. Work is performed under the general supervision of the Chief Building Inspector and is evaluated through conferences, reports, contractor and citizen reaction.

Requirements:

Duties and Responsibilities

  • Performs on-site building, plumbing, electrical, and mechanical inspections or residential and commercial establishments within level of certification.
  • Advises contractors in interpreting and applying routine code regulations.
  • Notifies responsible parties of defects and conducts re-inspections to determine if corrective actions have been taken; recommends stop orders if necessary.
  • Performs related duties as required.
  • Handles standard citizen complaints about contractors, construction quality and other issues.
  • Attends training to maintain certifications and increase skills and remain knowledgeable of building codes and regulations.
  • Receives and investigates complaints of zoning violations, minimum housing code violations and other codes and ordinances; assists Chief Building Inspector in enforcement actions.
  • Establishes daily inspection schedule, coordinating with contractors and owners, reviews records of previous inspections and other documents.
  • Within certification, conducts plan review for commercial buildings.
  • Issues building permits and certificates of occupancy.
  • Assists contractors, owners, architects, engineers and the public with design and construction of new and existing structures.

Knowledge, Skills, and Abilities

  • Ability to establish and maintain effective working relationships with supervisors, peers, staff, architects, contractors, builders, and property owners.
  • Considerable knowledge of state and local ordinances and codes related to the four building construction trades for at least Level I certifications.
  • Considerable knowledge of modern practices and materials used in the installation, construction, repair, and maintenance of a variety of electrical, plumbing, and mechanical equipment, appliances and fixtures.
  • Skill in interpretation of standard codes and their application to specific situations.
  • Ability to establish and maintain accurate records of work activities.
  • Skill in reading and interpreting plans and specifications accurately and making comparisons with construction in progress.
  • Ability to deal firmly and tactfully with contractors, property owners and the general public.

Minimum Training and Experience

Graduation from high school and several years of construction trades experience or related construction inspection experience which provides the required knowledge and skills; or an equivalent combination of education and experience.

Special Requirements:

Possession of at least Standard Level I Certificates by the NC Department of Insurance in building, electrical, mechanical and plumbing inspections. Candidates without the required certifications must be pre-qualified by the Department of Insurance as eligible for probationary certificate in order to be hired, and within three to four years of employment, must attain all Standard level I certifications.

Must have a valid NC Driver's License.

Physical Demands:

Must be able to perform the basic life operational skills of stooping, reaching, walking, pulling, climbing, crawling, fingering, grasping, feeling, talking, and hearing. Must be able to perform light to medium work exerting 20 to 50 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to pull, move or carry objects. Must possess the visual acuity to prepare and analyze data and figures, perform visual inspections, do extensive reading, review maps and plans, and to operate a computer and office machines.
