THE IDEAL CANDIDATE
The Planning and Community Development Department is seeking a candidate with strong organizational, quality control, time management, and communication skills wanting to work in a team-oriented environment focused on customer service and service delivery. The ideal candidate must have the ability to work collaboratively with internal and external customers and have a can-do attitude. THE POSITION
The Building Inspector I is the entry level classification in the Building Inspector series. The Building Inspector I position performs field inspections of some occupancy groups to include new construction, both residential and light commercial, remodeling work and additions throughout Stanislaus County. This position also writes reports, maintains accurate records, exercises independent judgment, and makes decisions as they pertain to building inspection. This individual must establish and maintain an effective line of communication with owners, builders, contractors, engineers, architects and the general public on a daily basis. The individual is responsible for gaining an understanding of the County's One-Stop-Shop as it relates to field inspection duties and the County's development process.
The Building Inspector II position is a journey level working classification within the Building Inspector series in Stanislaus County. Journey level positions within the Building Inspector series visually inspect buildings and structures of all occupancy groups and construction types that are constructed, altered, relocated, or repaired for compliance with State and County codes. This position provides valuable support in the issuance of construction permits, customer service at the front counter, and reviews building plans and specifications for new and/or remodeled residential and light commercial projects for code compliance.
Unless otherwise provided, this position is part of the Classified Service of the County and is assigned to the Technical Services bargaining unit for labor relations purposes.
Individuals who are in a full-time classification position are required to serve a twelve-month probationary period, which may be extended an additional six months, for a total of eighteen months.
Incumbents may also be subject to overtime, standby, callback, weekend, holiday and shift assignments as identified in their MOU (Memorandum of Understanding).

Typical Tasks

Building Inspector I
  • Communicate clearly and concisely, both orally and in writing;
  • Inspect sites and buildings before alteration or construction for feasibility of plans;
  • Receive and effectively follow technical oral and written instructions from supervisor regarding building inspection and other activities;
  • Enforce all State and County codes with a high degree of integrity, tact, and diplomacy;
  • Inspects agricultural barns and storage buildings in various stages of construction;
  • Possess excellent judgment and a common sense approach to issues in order to arrive at a reasonable and effective course of action;
  • Maintain a cooperative working relationship with the general public and all clients such as, architects, engineers, building professionals and homeowners.
  • Inspects residential buildings requested to be moved and relocated in or out of our County;
  • Assists applicants in completing applications for building permits and issues permits;
  • Determine construction valuation and calculate plan check and permit fees; and
  • Inspects mobile homes on private properties for compliance with the State and local building codes;
  • Issues written notices of violation when required;
  • Learn and understand the relationship between the plan review and the inspection process for new residential, addition, or repairs submitted by contractors, building owners, or other parties;
  • Establish and maintain effective interpersonal working relationships at all organizational levels, with the public and other agencies;
  • Exercise initiative to complete work in a prescribed time limit;
  • Inspects light weight frame commercial projects, tenant improvements and modular buildings in various stages of construction;
  • Answers questions from customers using phone or in-person to provide information regarding building inspection;
  • Make independent and sound decisions in a fast paced work atmosphere while maintaining a good customer service approach;
  • Recognize construction which deviates from the approved plans;
  • Inspects the quality of workmanship and materials for conformance to the regulations governing building construction;
  • Learn and adhere to office policy and procedures used in the processing and issuing building permits, and collecting and recording fees;
  • Use a hand-held device, desktop, and/or laptop computer and related software programs for document creation and email communication;
  • Inspects new residential projects, residential additions, alterations and accessory structures in various stages of construction;
  • Inspects electrical services, photovoltaic systems, gas services, heating, ventilation, air conditioning, and refrigeration installations, water heaters, re-roofs, demolitions, fire damage, and equipment of buildings, and associated structures;
Building Inspector II: (In addition to the Typical Tasks listed above)
  • Provide code interpretation to architect, engineers, building professionals and homeowners;
  • Perform field inspection of industrial, commercial, agricultural, and residential buildings during various stages of new construction and remodeling to assure compliance with all of the County's adopted codes and ordinances;
  • Investigate allegations of construction being performed without a permit;
  • Check and review plans submitted by architects, engineers, building professionals and homeowners; and
  • Prepare plan check letters and/or articulate violations verbally to architects, engineers, building professionals and homeowners.

Minimum Qualifications (Knowledge, Skills, Abilities, Education/Experience)

KNOWLEDGE
Building Inspector I
  • Basic mathematics, including addition, subtraction, multiplication, and division used in computing square footage and calculating building stress;
  • Safety standards;
  • Provisions of the California Building Code as they apply to minimum requirements and regulations of building construction activities;
  • Philosophy of public building inspection and plan reading.
  • English grammar, spelling, and proper punctuation;
  • Principles of engineering design; and
Building Inspector II
Demonstrated knowledge of all Building Inspector I requirements plus:
  • Business letter writing as it relates to proper form and content for effective public relations;
  • Accepted methods, materials and equipment used in building construction and site inspection activities;
  • Various County adopted ordinances, including Title 16 of the Stanislaus County Building Ordinance Code, Title 9 of the Stanislaus County Zoning Ordinance Code, and Title 25 of the State Administration Code for Mobile Homes (from the California Mobile Home Act);
  • ADA handicap regulations.
  • Legal procedures involved in the enforcement of building codes and ordinances; and
  • Office policies and procedures used in processing and issuing building permits, and collecting and recording fees;
  • Checks building plans of proposed structures for completeness and conformity with all codes and ordinances, including structural, mechanical, electrical and plumbing;
  • State Energy Design Manual; and
SKILLS/ABILITIES
Building Inspector I
  • Safely and accurately use hand tools such as screwdrivers, pocket tapes, flashlights, plumb bobs and levels.
  • Understand written and oral instructions from supervisors regarding building inspection/construction activities; and
  • Write clear, comprehensive and accurate inspection reports and maintain accurate records;
Building Inspector II
Demonstrated ability of all Building Inspector I requirements plus:
  • Receive and effectively follow technical oral and written instructions from supervisor regarding building inspection and construction activities.
  • Detect violations of building code requirements and substandard materials used in building construction activities; and
  • Safely and accurately use hand tools, such as screwdrivers, pocket tapes, flashlights, plumb bobs, and levels;
  • Effectively read, understand, interpret and answer technical questions raised by fellow employees and the general public regarding building design plans, terminology, blueprints, specifications, and State and local minimum code requirements, regulations and construction methods;
  • Write clear, comprehensive and accurate inspection reports and maintain accurate records;
  • Conduct thorough and effective inspections of buildings, structures and land sites including their sanitary, mechanical, plumbing, electrical and structural frameworks, and terrain suitability;

EDUCATION/EXPERIENCE
Building Inspector I
  • Combination of experience and education/training that demonstrates possession of the required abilities and knowledge; AND
  • Obtain Building Inspector Certification within one (1) year of employment; AND
  • Willingness to continue education in the field of building inspection technology; AND
  • Possess and maintain a valid California Driver's License.
This is a Veterans' Preference Program eligible job classification.

Building Inspector II
  • Possession of an International Code Council certification as a Building Inspector; AND
  • Minimum of one (1) year experience working as a Building Inspector I or the equivalent in a government agency; AND
  • Possess and maintain a valid California Driver's License.
  • Combination of experience and education/training that demonstrates possession of the required abilities and knowledge; AND
  • Willingness to continue education in the field of building inspection technology; AND

Proof of education may be required for verification purposes after the eligible list has been established as part of the selection interview process. Proof of education (transcripts and/or degree) may be attached at the time of online application submission if available.

DESIRABLE QUALIFICATIONS

Building Inspector I
  • Certificate of completion from an accredited school in Building Inspection Technology.
  • A minimum of three (3) years of full-time work experience, or part-time equivalent in one of the building trades (standard building, electrical, mechanical, or plumbing codes); OR
Building Inspector II (In addition to the desirable qualifications listed above)
  • Possession of a current International Code Council certification as a Building Inspector.
  • One additional certification as an Electrical, Plumbing or Mechanical Inspector or any other certification administered by a recognized state, national or international association acceptable to the County Planning Department; OR

EXAMINATION PROCESS

  • Eligible Lists. Candidates who pass the examination will be placed on an eligible list for that classification. Eligible lists are effective for six months but may be extended up to eighteen months.
