Job Description

Duties

  • He/she compile analytical performance data for Biomedical Engineering Department maintenance and professional. As needed, provides technical direction to technical staff, and ensures that the quality of technical work can withstand regulatory, accreditation, and legal scrutiny. Upon request of management, the incumbent represents the Biomedical Engineering to a workgroup as a subject matter expert for healthcare technology system.
  • The incumbent assists the Chief Biomedical Engineer in monitoring the Medical Equipment Management Program to ensure the program is within the compliance of the Joint Commission, NFPA, VA Information Security for medical equipment system, and FDA regulation of Healthcare Technology.
  • The Biomedical Engineer provides professional healthcare technology services to clinical and administrative department. These services include but not limited to healthcare technology assessment, cost analysis of equipment life cycle, acquisition support, project management, service contract procurement, training, compliance monitor, and performance analysis.
Incumbent assists with management of the medical equipment management program.
  • Actively participates as a member of the VISN 19 Biomedical Engineering Steering Team and other medical center committees. He/she participates in meetings with manufacturers, vendors and their engineers in matters involving medical instrumentation.
  • The incumbent ensures that medical equipment in the Medical Center is safe for patients and staff, reliable in its results, and experiences minimal downtime. In coordination with the Chief Biomedical Engineer, exercises budgetary authority over the program and is responsible for managing contract spending. Metrics of the program must be tracked, and resource adjustments made to ensure performance.
  • Incumbent assists with the oversight of the Recall and Alerts program for ECHCS's medical equipment. This specialized program is responsible for ensuring that medical equipment identified in an Alert or FDA Recall is accurately accounted for and all required actions taken. The implications of mishandling a Recall or Alert may be significant including health-threatening repercussions. Thorough, consistent implementation of this program is difficult to implement. Documentation must be enough for TJC or FDA audit and hold up to potential legal challenges.
  • Knowledge of requirements from VHA, the Joint Commission (TJC), NFPA, College of American Pathologists (CAP), SOARS, FDA, OSHA, and other groups are met for the medical equipment management program. This requires incumbent to remain current with standards interpretation and implementation objectives.
  • He/she serves as a member of the Medical Center Equipment Committee injunction with the Chief Biomedical Engineer. Provides accurate, balanced advice to management regarding decisions to be made for new acquisitions. These decisions often involve hundreds of thousands of dollars for single systems, and the background work done on the part of the incumbent and other biomedical engineering staff is one of the most important parts of the committee decision making process. Provides recommendations to using services, conducts market research and comparisons, resource utilization, maintenance requirements and conducts space and utility reviews for new and relocated medical equipment.
  • Incumbent develops the work performance specifications for medical instrumentation service contracts and monitors the work of service contractors to assure that the work performance meets the needs of the Medical Center and conforms to the terms of the contract. Interfaces with a multiplicity of services on solving problems related to contracts.
  • The incumbent employs innovation and technical expertise to develop techniques, protocols, standard operating procedures, and policies for ensuring equipment is maintained properly and effectively.

Qualifications

Basic Requirements:
  • Education and/or Experience. Must meet either item (1) or (2) below to meet this requirement:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Bachelor's Degree or Higher in Engineering. To be creditable, the curriculum must be from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology, as a professional engineering curriculum. Examples of acceptable engineering degrees include Biomedical Engineering, Clinical Engineering, Bioengineering, Biomechanical Engineering, Electrical Engineering, Mechanical Engineering, and Biochemical Engineering. Titles may vary from educational institutions and change over time, OR
  • Certification as a Certified Clinical Engineer and a bachelor's degree not listed in item 3.b.(1) above.
Grade Determinations In addition to the basic requirements for employment the following education and experience criteria must be met when
determining the grade of candidates:
GS-7 Entry Level
  • Experience. None beyond the basic requirements.
  • Demonstrated Knowledge, Skills, and Abilities. None beyond the basic requirements.
  • Education. Bachelor's degree as outlined in paragraph 3.b.(1), above, or CCE certification with at least a bachelor's degree not listed in paragraph 3.b.(1 ).
GS-9 Developmental Level 1
  • Education. Master's degree in Biomedical Engineering, or a related field of study, as outlined in paragraph 3.b.(1 ).
  • Experience. At least 1 year of specialized experience equivalent to the next lower level, or
OR
  • Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
  • Bachelor's degree, as outlined in paragraph 3.b.(1 ), plus two full years of progressively higher-level graduate education in a related field of study, provided the applicant's total background demonstrates the KSAs for the GS-9 level assignment.
  • Knowledge of the principles, theories, concepts, and practices of the Biomedical Engineering profession.
  • Ability to interpret relevant codes, regulations, guidelines, and standards, and make recommendations to ensure compliance with medical center programs.
  • Ability to understand the operational needs of clinical services in the health care system.
  • Ability to prepare material on current technical topics and trends, for presentation to other technical staff and mid-level hospital management, and the ability to keep abreast of changes in technology.
GS-11 Developmental Level 2
  • Experience. At least 1 year of experience equivalent to the next lower level and must fully meet the KSAs at that level.
OR
  • Education. Ph.D., or equivalent doctoral degree in Biomedical Engineering, or a related field of engineering,
OR,
  • Bachelor's degree, plus three full years of progressively higher-level graduate education in a related field of study,
  • Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
  • Ability to implement and/or sustain an equipment management or biomedical research program that meets The Joint Commission, National Fire Protection Association, or other applicable regulatory requirements.
  • Ability to develop material for a continuing education program for clinical or research staff, that address the principles and application of medical technology, and/or biomedical theory used in healthcare.
  • Ability to advise staff on emerging medical technology, or research procedures, while keeping abreast of changes in such technology, and utilizing the information to solve biomedical engineering problems.
  • Knowledge of basic project management principles, as applied to the healthcare setting and medical equipment, and information system implementation.
GS-12 Full Performance Level
  • Experience. Completion of at least [one] year of specialized experience equivalent to the next lower level; or completion of a post-doctoral research fellowship in the field of biomedical engineering and must fully meet the KSAs at that level.
  • Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
  • Ability to conduct a medical equipment management [or biomedical research program that is compliant with applicable healthcare standards and regulatory agencies.]
  • Ability to develop a curriculum for a continuing education program, that address the safe and effective use of medical technology, and/or research devices.
  • Ability to manage a recall and safety alert program for medical devices, including medical device hazard investigations, to assure compliance with patient safety goals, SMDA, and TJC requirements.
  • Ability to conduct capital asset and infrastructure planning for medical equipment spanning initial concept, installation, and effective implementation of complex medical equipment.
  • Ability to function as the subject matter expert in the field of biomedical engineering, directly supporting specialized clinical technology, including service, system administration, training, quality assurance, and life-cycle management.
  • Ability to effectively advise clinical and administrative staff on medical technology, including existing and emerging technology, which addresses viability, long-term suitability, compatibility, and/or safety.
  • Knowledge of concepts related to computer based medical systems, networking protocols, and information security as it applies to medical technology within VHA.
  • Skill in communicating and working collaboratively with key stakeholders, including technical and professional staff at various levels of the organization.
  • Ability to apply project management principles to deployment of medical equipment and health information technologies.
Preferred Experience: Networking experience, Project management experience, CompTIA Network+ certified and CompTIA A+ certified
