Job Description

The Division or Finance and Administrative Services (DFAS) is seeking applications for a Benefit Program Specialist to join our team in the Child Welfare Eligibility Unit, located in Butler County.

Job Location: This position will be located at 1903 Northwood Drive, Poplar Bluff, Missouri.


Why you’ll love this position: The Department of Social Services (DSS) partners with families and communities to protect children, rehabilitate youth and move families to self-sufficiency so that Missourians can lead safe, healthy and productive lives.

What you’ll do:

  • Explore if child is eligible for additional income such as Supplemental Security Income and/or OASDI benefits, as well as, make referral to Child Support Enforcement;
  • Train Children’s Division Workers and Juvenile Court staff in a group setting on data entry procedures and required information to determine Title IV-E eligibility for the children in care and custody of CD (this will include travel to other counties in the region);
  • Determine Title IV-E Eligibility and MOHealthNET funding sources for children in the custody of Children’s Division and the Juvenile Courts by collecting information from Children’s Division Workers, Contracted Case Managers and Juvenile Officers, as well as information reported in the FAMIS, MACSS systems, IMES and Social Security IIVE;
  • Perform Quality Assurance activities to assure the agency is maximizing federal funding;
  • Manage a caseload of approximately 450-550 children;
  • Monitor the child’s KIDS account and/or Dedicated KIDS accounts to ensure adequate eligibility limits for both SSI and Title IV-E;
  • Occasional overnight travel to training and meetings.
  • Data entry; (It will be necessary to learn the Eligibility function in the FACES system and to be able to navigate through the other functions in FACES such as Case Management, Financial Management and Resource Management);

All you need for success:

Minimum Qualifications: Bachelor’s degree and 0-2 years of relevant experience. (Substitutions may be allowed.)

Preferred Qualifications:

  • Ability to interpret, explain, and apply policies, rules, regulations, procedures, and requirements, pertaining to the assigned program(s).
  • Knowledge of the techniques of financial investigation, research, and resource identification.
  • Knowledge of principles and techniques interviewing, and negotiation.
  • Ability to provide direction or advice to program staff.
