The Department of Human Services (DHS) is seeking an experienced Behavioral Health Specialist to serve as a Case Manager. for the Behavioral Healthcare Division and provide services to clients with mental illness and/or substance use disorders. This position will provide assigned clients with outreach, engagement, support, coordination, and direct case management services and will collaborate with multidisciplinary providers including psychiatrists, medical doctors, therapists, the community and other natural supports. Full range of mental health services to special populations such as clients who do not speak or understand English take place mainly in the community and client’s homes with some in office meetings.
Specific duties include:
- Conducting risk assessments, crisis stabilization services and making determinations regarding placement and level of care decisions;
- Coordinating services with internal and external partners, families, and clients;
- Completing extensive medical records that are reviewed to ensure compliance with clinical, funding, and program licensing regulations/standards;
- Monitoring progress toward service goals, and facilitating appropriate termination of treatment;
- Performing case management and related administrative duties.
- Conducting comprehensive clinical assessments of clients;
- Working with clients and providing encouragement of functional skills such as money management and other self-help tasks;
- Participating on inter or intra-departmental task forces to assist in short- and long-range planning for the delivery of services; and
- Developing, implementing, and evaluating treatment plans based on diagnosis and functional needs of client;
- Linking clients to various resources in the community or within the agency based on their needs, such as housing, healthcare, food security, benefits, employment, and social supports;
The ideal candidate will be flexible, able to work under pressure, perform as a team player, possess strong communication and documentation skills and be familiar with evidence-based practices, recovery principles, and person-centered care.

Minimums:
- Two years of experience providing behavioral health services to the adult population.
- Bachelor's degree in a clinical discipline such as Counseling, Psychiatric Social Work, Psychology, Art Therapy, or other directly related clinical discipline; and
Substitution: A Master's degree in a clinical discipline such as Counseling, Psychiatric Social Work, Psychology, Art Therapy, or other directly related clinical discipline may substitute for the experience requirement.
Desirables: Preference may be given to candidates with experience in the following:
- Providing services to clients with co-occurring mental health and substance use disorders.
- Providing case management services to seriously mentally ill adults in an outpatient setting; and

Employment restrictions: To ensure that dual relationships are avoided and that employees who are also clients do not relate to their service provider as co-professionals, employees will not be hired by the County to provide or support services to the team or program in which they are current clients:
- At least 24 months must have passed between receipt of CSB services from Arlington County and employment in an Arlington County CSB program.
- You cannot concurrently receive behavioral health services from Arlington County Community Service Board (CSB) programs while employed in an Arlington County CSB program (exception Crisis Intervention services).
The applicant must possess, or obtain by the time of appointment, a valid motor vehicle operator's license from the applicant's place of residence or the applicant must have the ability and willingness to use alternative methods of transportation to perform assigned duties and responsibilities at locations other than the primary worksite. If the applicant possesses or acquires a license, the applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record. Any offer of employment may be contingent upon a favorable review of the applicant's driving record.
A pre-employment criminal records check will be conducted. It may include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You may be required to sign a release authorizing the County to obtain your background information.
Must complete pre-hire federal background check and State of Virginia Central Registry check.
Work Hours: Monday through Friday 8:30 am to 5:00 pm.; hours can be flexible within normal business hours and some telework available.
The pay ranges listed above are effective June 18, 2023.
