Job Description
Definition

Under general supervision from the Youth Services Director provides executive level assistance to the Department Director. Manages departmental programs and performs supervisory responsibilities. Oversees youth program activities, the daily operations of the department and facilities to ensure successful implementation of the departmental objectives. Manages projects which cross departmental lines in collaborating with SRPMIC departments and executive staff. Exercises considerable initiative and independent judgement. This job class is treated as FLSA Exempt.

Essential Functions

Examples of Tasks

1. Mentoring, Supervision & Leadership: Helps mentor and supervise various youth programs and staff.

  • Promotes an environment that encourages teamwork, cooperation and ethical behavior while providing needed services to the Community.
  • Assists in evaluating and improving the effectiveness of the department’s service delivery and applies best business practices. Works with the department supervisors and staff to continuously improve operational policies, practices, procedures and methodologies.
  • Mentors assigned direct reports so they attain the technical and customer service skills along with experience necessary to perform independently and attain further career progression goals.


2. Youth Programs
: Assists the Director in developing, implementing, enhancing and delivering direct cultural, health and fitness, social, and educational services.

  • Helps coordinate all youth programs and related activities with other entities for the benefit and welfare of the Community and Community youth these programs include:
  • Oversees a variety of recreational, cultural, social, educational and quality leisure activities that provides a variety of constructive and positive outlets that enhances the Community’s spirit and involvement.
  • Boys & Girls Club, helps develop, maintain and improve programs for the Community Boys & Girls (B&G) Club’s Lehi and Red Mountain branches.
  • After School Program, provides a unique and structured small group year round after school setting for Community children and youths ages 5-17.
  • Early Enrichment Program, provides an experiential development program for pre-kindergarten children ages 3-4, which includes language immersion and cultural education.


3. Administration, Operations & Budgeting
: Assists the Director in preparing the program’s annual budgets, managing fiscal resources for program operation and department compliance with the annual operating budget.

  • Assist the Director in a leadership role for establishing Standard Operating Procedures (SOP) for all programs. Implements and oversees an annual review process for needed programs.
  • Assist the Director in managing all department personnel actions, including recruitments, annual performance evaluations (EPARs) of the assigned staff, Helps coordinate staff disciplinary actions in accordance with Tribal Government policies, practices and procedures when necessary.
  • Works to ensure collaboration with other Tribal Government departments and outside entities as necessary to avoid duplication of efforts.
  • Evaluates the program to identify program needs, make improvements and attain goals. Measures program success thru a variety of evaluation tools including number of participants, growth of the program, interaction by parents, participant and staff feedback, etc.
  • Assist with the Department’s budget requests, monitors expenditures and maintains operating budget.
  • Attends training workshops, seminars and conferences to enhance professional skills and abilities.
  • Assist the Director with managing grants timelines and deliveries and optimizing the grant administration process.
  • Serves as an upper-level point of communication contact for administrative and operational resources.
  • Establishes, maintains and monitors all records and files according to SRPMIC and department policies & procedures.


4. Facilities Maintenance
: Helps ensure a safe, clean and appropriate physical setting for conducting all After School programs and BGCS programs at various facilities, including the Lehi Community Center and the WOLF complex.


Knowledge, Skills, Abilities and Other Characteristics:

  • Knowledge of personnel management practices and performance reviews.
  • Knowledge of budgeting, accounting, purchasing and recordkeeping.
  • Knowledge of methods and practices for management and development of a youth based curriculum, and learning stages of youth development.
  • Knowledge of the history, culture, laws, ordinances, customs and traditions of the SRPMIC.
  • Knowledge of Community youth support needs.
  • Skill promoting youth development related program objectives, developing measurable outcomes and providing services in accordance with program objectives.

  • Skill exercising independent judgment and initiative within established guidelines without close supervision.
  • Skill analyzing and evaluating information accurately and with expressing ideas clearly when providing verbal and written reports and recommendations.
  • Skill developing trust relationships with Community Members to support youth development program goals.
  • Skill understanding and interpreting complex laws, regulations, policies, procedures and guidelines.
  • Skill with public speaking, preparation and public relations to provide training to staff and community to promote substance abuse prevention.

  • Ability to use a personal computer and applicable software.
  • Ability to create and manage the annual budget process.
  • Ability to analyze, evaluate and resolve operational, procedural and personnel problems.
  • Ability to coordinate a large number of diverse and complex After School, Early Enrichment, and Teen programs.
  • Ability to develop and maintain positive and effective working relationships with all levels of the department and Community.
  • Ability to develop long range plans and meaningful measurements for after school programs.

Minimum Qualifications

Education & Experience: A Bachelor’s Degree from an accredited college or university in Education, Social Work or related field. Four (4) years’ experience with youth programs, two (2) year supervisory experience.
  • Experience working with a Native American Community preferred.
  • Experience with grant writing and proposals preferred.

Equivalency:
Any equivalent combination of education and/or experience that would allow the candidate to satisfactorily perform the duties of this position, will be considered.

Underfill Eligibility:
An enrolled Community Member whom closely qualifies for the minimum qualifications for a position may be considered for employment under SRPMIC Policy 2-19, Underfill.

Special Requirements

Special Requirements: May be required to work a flexible schedule and outside normal business hours including nights, weekends and holidays.

  • Must Possess and Maintain a Valid Arizona Driver’s License.
  • Employees in, and applicants applying for, jobs providing direct services to children are subject to the “Community Code of Ordinances”, Chapter 11, “Minors”, Article X. “Investigation of Persons Working With Children”.
  • May be required to travel.
