Classification Description Summary


Under general administrative direction, performs highly responsible and complex professional administrative work while assisting the City Manager with the direction and coordination of the activities of assigned City departments and/or divisions; provides leadership in policy formation and implementation of policies and procedures for assigned departments; promotes effective and efficient operations throughout the organization by facilitating interdepartmental cooperation and sharing of resources; and provides responsible staff assistance to the City Manager, City Council, and department heads.


Essential Functions


The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.


Assume full management responsibility for assigned functions, services, and activities of the City including overseeing assigned departments and divisions; provide direction to assigned staff on implementing City Council policy and direction and ensure City Council and City goals are carried out by departments.


Manage the development and implementation of goals, objectives, and priorities for each assigned service area; recommend and administer policies and procedures.


Establish, within City policy, appropriate service and staffing levels for assigned functions; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly.


Assess and monitor workload, administrative and support systems, and internal reporting relationships for assigned areas of responsibility; identify opportunities for improvement; direct and implement changes.


Plan, direct, and coordinate, through management level staff, the work plan for assigned functions; assign projects and programmatic areas of responsibility; provide direction and supervision on key projects; review and evaluate work methods and procedures; meet with key staff to identify and resolve problems.


Select, train, motivate, and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.


Oversee and participate in the development and administration of the budget for assigned functional areas; approve the forecast of funds needed for staffing, equipment, materials, and supplies; approve expenditures and implements budgetary adjustments as appropriate and necessary.


Supervise the conduct of studies, surveys, and the collection of information on difficult operational and administrative problems; analyze findings and prepare reports of practical solutions for review.


Maintain communication and coordinate assigned City activities with other outside agencies and organizations; serve as liaison with department directors, City Council, City Manager, and other external agencies.


Coordinate and participate in providing responsible staff assistance and professional analysis to the City Manager, City Council, and other City boards and commissions as assigned; attend City Council meetings and other public meetings.


Respond to requests for information from community residents, businesses, the media, and other outside agencies; respond to and resolve difficult and sensitive citizen inquiries and complaints.


Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of public administration and management; incorporate new developments as appropriate.


Perform related duties as required.

Education/Training


Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:


A Bachelor's degree from an accredited college or university with major course work in public administration, business administration, urban planning, or a related field. A Master's degree is preferred.


Experience


Ten years of progressively responsible management, administrative, or staff experience in a business or organization including four years of department management experience.


License Or Certificate


Possession of an appropriate, valid driver's license.

Environment: Work is performed primarily in a standard office environment with some travel to different sites; incumbents may be required to work extended hours including evenings and weekends and may be required to travel outside City boundaries to attend meetings.


Physical: Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; to travel to other locations using various modes of private and commercial transportation; and to verbally communicate to exchange information.
