This is a Senior Executive Service (SES) position located within the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Resilience. The incumbent serves as the Assistant Administrator, National Preparedness and reports directly to the Deputy Associate Administrator for Resilience.

The Assistant Administrator for National Preparedness within Resilience is responsible for providing executive leadership and managerial direction for national preparedness programs, services and activities that help build a more resilient nation.


The incumbent serves as the principal advisor to Resilience leadership on operationalizing resilience and how to best align and integrate national preparedness programs and policies with other Resilience components and activities.


The incumbent assist and advise Resilience leadership on operationalizing resilience through national preparedness programs, policies and activities.


The incumbent provides oversight and direction to several direct report senior executives and participate fully in determining policies, plans, goals, organization of, and courses of action for these direct reports. Ensures that plans and practices effectively carry out the mission while assuring the effective and efficient use of resources, adherence to Resilience leadership’s policies and objectives, and the goals of the President, the Congress, and the Department of Homeland Security.


The incumbent serves as the principal advisor to Resilience leadership on the coordination, scope and coverage of national preparedness programs and how to best align and integrate strategies and policies with the Agency's and Department’s goals and program planning.


The incumbent shares substantial responsibility for and involvement in public advocacy of the Agency’s preparedness programs and policies to enhance coordination between Resilience and Federal, State and local stakeholders in partnership with Regional Administrators and Federal Preparedness Coordinators.

Qualifications


As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Technical Qualifications and Executive Core Qualifications listed below. Experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent in the private sector.


To meet the minimum qualification requirements for this position, you must show in your resume that you possess the five Executive Core Qualifications (ECQs) and the Technical Qualifications (TQs) listed below.

Technical Qualifications – Mandatory


  • Comprehensive knowledge of national preparedness programs and how these programs can be leveraged for climate adaptation.
  • Experience incorporating equity considerations in policymaking, strategy development, and/or program design. This includes the ability to evaluate and streamline business processes and programs in order to improve customer experience for everyone, including the most resource constrained communities.
  • Experience working in or with local, state, territorial or tribal governments in a leadership role.


Applicants currently serving under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to address the Executive Core Qualifications (ECQs); however, applicants must address the Technical Qualifications (TQs) within their resume.

ECQ 3: RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.


ECQ 4: BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.


ECQ 5: BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
