Job Description

THE POSITION

With supervisor approval, incumbents may be eligible for intermittent remote work; however, they must physically reside within the State of California with the ability to report to Sacramento-based physical worksites daily if required.
IDEAL CANDIDATE STATEMENT
This position is responsible for day-to-day leadership and management of the City of Sacramento’s Art in Public Places (APP) program. APP manages a collection of more than 650 artworks, develops and executes on public art projects and oversees ongoing exhibitions of regional art at City Hall and SMUD galleries. This position interfaces with an array of city departments as well as the City’s Arts, Culture and Creative Economy Commission, council offices, and other relevant state and local entities. This position works closely with the Cultural and Creative Economy Manager to establish transparent and equitable policies and processes for public art projects and to engage in regular planning for the direction of the Art in Public Places program.
The ideal candidate will have knowledge of evolving practices in the public art landscape, with a particular focus on race and cultural equity developments in that space. They value community voice in decision-making and embrace community feedback and public scrutiny with empathy, interest, and a growth mindset. They must be skilled at establishing and maintaining cross-departmental relationships with an eye toward cultivating opportunities for the Art in Public Places program. Experience balancing many public art projects at various stages of development, navigating complex artist dynamics, and responding to unexpected circumstances is essential. The Art in Public Places Program relies on cost recovery to fulfill its objectives, so experience with earned revenue, grantwriting and partnership is a plus.
Under general direction, the Arts Administrator develops, monitors, and coordinates the planning and administration of the programs of the Sacramento Metropolitan Arts Commission (SMAC).
DISTINGUISHING CHARACTERISTICS
The Arts Administrator position differs from the Arts Program Coordinator and Arts Program Specialist positions in that the former requires specialized training and general expertise in public, business, and arts administration while the latter requires arts, arts administration and project management experience.
SUPERVISION RECEIVED AND EXERCISED
General direction is provided by the Metropolitan Arts Manager. Responsibilities include the direct and/or indirect supervision of lower-level staff.
Essential Duties And Responsibilities
  • Supervises, motivates, and evaluates the work of consultants, interns, volunteers, and subordinate staff.
  • Provides exceptional customer service to those contacted in the course of work.
  • Other related duties may also be performed; not all duties listed may necessarily be performed by each individual holding this classification.
  • Prepares and manages budgets; conducts financial assessments; researches and prepares funding requests appropriate to division projects and programs; prepares and oversees grant proposals; develops RFPs; negotiates and develops contracts with consultants, artists, and other parties involved projects/programs; develops and implements evaluation methodologies for agency and its programs; coordinates cross agency initiatives.
  • Provides information and assistance to artists and the arts community; develops and implements systems to strengthen agency's programs; oversees and implements outreach and marketing initiatives for the programs; prepares written reports for the Commissioners, City Council, and Board of Supervisors.
  • Develops and oversees initiatives and their concordant relationships with community partners in both public and private sectors.
  • Develops, monitors, and administrates arts programs in conjunction with the Sacramento Metropolitan Arts Commission; represents and serves as spokesperson for the Commission at local, regional and national meetings, before community groups, government agencies, and the public; consults and coordinates efforts with the City and County in the management of the programs.

EXPERIENCE AND EDUCATION
Experience
Five years of professional level experience in planning and administering an arts program or comparable program, including three years of experience at a supervisory level.

Education
Possession of a Bachelor's degree from a four-year accredited college or university with a major in art, arts administration, business administration, or a related field.
Substitution
A Master’s degree in arts administration may substitute for up to two years of the required professional level experience.

Special Qualifications
Driver License:
Possession of a valid California Class C Driver License at the time of appointment. Individuals who do not meet this requirement due to a physical disability will be reviewed on a case-by-case basis.
