Job Description

Program Specialist IV - Adolescent Coordinator
Performs highly advanced (senior-level) consultative services and technical assistance work for the daily operations of the Texas Vaccine for Children (TVFC) program (specifically focusing on the Adolescent age group) under the general direction of the TVFC Manager. Develops or oversees the development of guidelines, policies, and procedures for the TVFC Program (specifically targeting the Adolescent age group) and monitors compliance with policies and procedures. Coordinates with the Immunization Section on legislative analysis, tracking, and activities updates. Works with considerable latitude using both initiative and independent judgment to facilitate the integration and streamlining of processes and activities within the Immunization Section. Works with the TVFC Manager to set priorities and provide direction to the Adolescent Program on activities to carry out the mission of the Immunization Section. Coordinates special projects for the Section as directed.

Essential Job Functions: Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
(35%) Identifies needed areas of change, makes recommendations to improve operations, develops plans for implementation, and coordinates the implementation. Develops and establishes priorities for TVFC Program implementation. Develops guidelines, policies, procedures, rules, and regulations and implements them to ensure compliance with the federal grant and State Auditor Office requirements. The policy coordinator works closely with the Vaccines Operations Group Manager to establish the goals and objectives for quality assurance of TVFC providers with the quality assurance contractor. Develops schedules, priorities, and standards for achieving goals for the TVFC Program. Develops policies and procedures for evaluating the effectiveness of the TVFC Program. Synthesizes data and information, performs analysis of policy options, and articulates policy options in writing and in presentations. Works with multiple internal and external stakeholders in the review and development of options, through workgroups and individually; guides and facilitates interaction among agency programs to obtain necessary input and information for policy development and analysis.
(20%) Coordinates, directs, and implements vaccine ordering activities. Coordinates with regional, local health department and central office staff to ensure that vaccine orders are reviewed, approved and processed in a timely manner, following TVFC policies and procedures. Performs quality assurance activities. Works with vaccine manufacturers, distributors and the Pharmacy to resolve vaccine delivery issues. Works with Program staff to identify and resolve technical and procedural problems.
(20%) Monitor the Texas Vaccines For Children (TVFC) program activities ensuring compliance with the business plans. Ensure that staff is adequately trained and have the necessary tools to implement the standardized training program with the regional and local health department staff.
(10%) Monitors and assists Provider recruitment, enrollment, and training. Ensure that the provider recruitment tracking system is created and maintained, and QA performed periodically to ensure data integrity. Work with staff to develop and implement recruitment and enrollment procedures. Assist in producing a standardized training program conducted by regional and local health department for new providers. Assist in analyzing recruitment and enrollment data and generate market saturation reports of physician participation in the TVFC for targeted specialties.
(10%) Participates in provider training and education. Responds to customer inquiries in writing and via the telephone. Prepares and makes presentations to providers, regional and local health departments and contracted agencies. Explains complex policies and procedures to providers. Creates and maintains train-the trainer materials for use statewide. Maintains and updates policy manuals both within the Branch and portions of manuals from other programs such as Medicaid and Texas Health Steps. May serve as the Medicaid liaison.
(5%) Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.
Knowledge Skills Abilities
Knowledge of the immunizations, medical terminology; the natural history of vaccine-preventable diseases; risk assessment and risk management related to vaccine-preventable diseases.
