Job Description
Summary This is a RE-ADVERTISEMENT of Announcement Number ST-12005100-23-BM. Applicants that have previously applied NEED to re-apply to this announcement. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14. You will serve as the E56 Project Manager within the Training Systems Branch (E56) of the Naval Surface Warfare Center Panama City Division, supporting PM Training Systems in Orlando. Responsibilities You will demonstrate extensive knowledge and experience in the Operation of Adaptive Acquisition Framework. You will demonstrate analytical ability in a wide range of financial, project, and personnel practices and principles in order to analyze, evaluate, and develop recommendations for management to improve project effectiveness and efficiency. You will apply strategic thinking when weighing risk and formulating multiple possible courses of action to mitigate risk. You will apply DoD, Navy, Marine Corps and local laws, policies, regulations and procedures on a daily basis as you manage an acquisition program. You will effectively and clearly articulate your programs posture, plans, proposals and recommendations both written and orally to a wide range of audiences. You will accomplish work effectively and within a team setting by fostering working relationships among all parties, to achieve appropriate and timely support, and to reconcile divergent viewpoints. You will set and manage the priorities of an entire Integrated Product Team while simultaneously managing your programs cost, schedule and production. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 pay band (GS-11 and GS-12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying analytical and evaluative methods to manage cost, schedule and performance of a DoD acquisition program. Education Additional Information This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14. The salary range shown in the announcement represents all of the positions within the band, including GS-14 equivalent (high grade) positions. This is not a high grade position; therefore, the salary may be limited to a GS-13, step 10 (currently $128,043). This position is covered by the Department of Defense Priority Placement Program.
