We are seeking a dedicated and highly motivated Finance Specialist to join our team. As a Finance Specialist, you will play a crucial role in ensuring the efficient allocation and management of funds for our Regional Office (RO). Key Responsibilities:
Financial Reporting: Ensure the accurate reporting of all accounting, cost, and budget data, contributing to the transparent and responsible management of resources for the RO.
Data Management: Develop and implement electronic applications and spreadsheets, streamlining financial processes and enhancing data accuracy.
Internal Controls: Conduct internal control reviews and prepare audit finding reports to safeguard financial integrity.
Training: Perform training needs assessments and prepare and present finance-related training to support the professional growth of the team.
Budget Management: Assist in preparing and maintaining financial budgets, enabling effective fiscal planning.
Compliance: Monitor a system of internal controls to prevent over-obligation of funds and ensure compliance with regulatory and fiscal directives.
Reporting: Design special administrative accounting reports for management, offering valuable insights for decision-making.
Advisory: Interpret regulatory, fiscal, and accounting directives issued by relevant authorities and advise the Director and other staff officials on required procedures.
Financial Analysis: Analyze potential impacts of evolving financial directives, helping the organization adapt to changes effectively.
Requirements
Basic Requirements:
Education: A degree in accounting or a related field such as business administration, finance, or public administration, supplemented by 24 semester hours in accounting. (The term "accounting" includes "accounting and/or auditing").
Experience: At least 4 years of experience in accounting or an equivalent combination of accounting experience, college-level education, and training.
Specialized Experience (GS-09 Level)
One year of specialized experience equivalent to at least GS-07 in federal or similar service, involving financial data system maintenance, GAAP application, financial statement preparation or auditing, and compliance with laws and regulations.
Specialized Experience (GS-11 Level)
One year of specialized experience equivalent to at least GS-09, involving spreadsheet development, cost estimation, interpretation of accounting regulations, preparation of accounting reports, and policy compliance.
Education Substitution (GS-09 Level)
A master's or equivalent graduate degree in accounting or a related field, or two full years of progressively higher-level graduate education leading to such a degree.
Education Substitution (GS-11 Level)
Three years of progressively higher-level graduate education leading to a Ph.D. degree or a Ph.D. or equivalent doctoral degree.
Note: Experience, education, and qualifications will be assessed to determine eligibility.
Additional Information
Work Schedule: Regular office hours, Monday - Friday, 8:00 AM - 4:30 PM, with alternate work schedules possibly available.
Promotion Potential: Opportunity for advancement to grade GS-11 without further competition based on meeting regulatory, qualification, and performance requirements.
Physical Requirements: The work is primarily sedentary, with occasional walking and stooping.
Telework: Telework options may be available, discussed during the interview process.
