Under occasional supervision, applies accounting principles to assist in the management of City accounts, accounting practices and billing procedures. Audits accounts for accuracy, accountability and clarity. Reports to the Assistant Financial Service Director/Controller.
Implements accounting policies and procedures and recommends changes or modifications to increase the efficiency and effectiveness of accounting operations.
Utilize accounting skills that reflect a high degree of accuracy for review of Accounts Payable and Procurement transactions, including the propriety of chart of Accounts used by City Departments, the existence of proper back up information, mathematical accuracy and proper authorizations.
Conducts weekly audit of accounts payable, authorized payments and checks; approves payment to vendors.
Prepares Monthly Billing for various fees for other departments including Fire, City Clerk, Parks and Recreation, Public Works and Community Development.
Prepares and maintains various utility billing analyses and records including number of accounts by category, service availability revenues and consumption by meter sizes.
Assists in the development, modification and implementation of accounting policies and procedures that will assure conformity and increase effectiveness.
Enters information into and refers to information recorded on computer system regarding City accounts receivable and payable.
Conducts account analyses for discrepancies and/or variances to ledger.
Implements effective systems to balance and analyze the general ledger; prepares records for external auditing.
Contributes to the preparation of financial statements and cost reports by compiling and analyzing data.
Responds to inquiries from departmental personnel regarding the use of purchase requisitions, account numbers, inquiry systems, vendor information, budget transfers and other accounting procedures.
Coordinates new meter installations including setting up new accounts, revising meter-reading routes, adjust guaranteed revenue billings and projecting future meter requirements.
Maintains records of finance reports and other documents.
Informs Director of Financial Services and Controller of any changes in the daily operations and financial conditions of the municipal corporation through the preparation of a variety of reports.
Administers False Alarm Program including registering new accounts, processing false alarms, and maintaining records.
Maintains payment information in a master file on developer projects ensuring all fees have been collected including CIAC, stormwater, site plans, platting, etc.
Analyzes, reconciles and researches ordinances, contracts and other documents that will assist in the implementation of various special projects and reports. Coordinates special projects and reports as directed by supervisor.
Prepares and reconciles computerized financial statements and reports for month-end closing.
Interacts and communicates with a variety of groups and individuals including Financial Services Department personnel, financial institutions, all City departmental personnel, banking representatives and vendors.
Receives, reviews, prepares and/or submits various records and reports including financial reports and statements, bank statements, canceled checks, refund applications, invoices and general ledger.
Post deposits and performance bonds to HTE-Miscellaneous Accounts Receivable System (MAR).
Maintains Capital Assets Inventory through the recording of acquisitions, retirement and transfers. Maintains all fixed assets with city barcode ID decals; issue tags for all new assets and enters asset data into the computer system. Closes out the fixed asset records and make all year-end fixed asset schedules and journal entries.
Operates a variety of office and specialized machinery in the performance of job tasks, including computer, adding machines, copier, microfilm machine and telephone.
ADDITIONAL JOB FUNCTIONS
Performs other related duties as required.
Requires Bachelor’s degree in accounting or related area and two years of experience in accounting, or an equivalent combination of training and experience that provides the required knowledge, skills and abilities. Local government financial accounting and reporting experience preferred. Sungard HTE experience desirable. Requires general knowledge of computers and software applications.
