The incumbent provides comprehensive pre-employment transition services for potentially eligible students with disabilities, ages 14-22.

Provides services to clients in meeting problems of personal, social, and vocational adjustment.

Collects existing information from hospitals/medical records, schools, employers, other agencies, and individuals to supplement and/or verify history and current status.

Evaluates information and its relationship to client's current and potential medical and vocational status.

Determines eligibility for vocational rehabilitation services in accordance with applicable Federal and District laws, regulations, guidelines, policies, and procedures.

Understand occupational skill requirements, community resources’ criteria and procedures, and diversity factors.

Understand tests and their measurements, validity, reliability, and statistical procedures.

Understand barriers to employment, regional labor market, employment trends.

Understand economic development resources, job analyses, procurement practices, and school to work transition, U

Understand Social Security Administration guidelines and work incentives, and the Americans with Disability Act.

Effectively make presentations to groups.

Knowledge of counseling and job placement of persons with vocational/occupational barriers, including physical, emotional, psychological, and intellectual disabilities.

Knowledge of and experience in diversity, equity, inclusion, and racial equity and effective engagement across differences.

Education, licensure, and certifications will be verified in accordance with the Human Resources Division’s Hiring Guidelines.

Administer residual functional capacities assessments, interest tests, aptitude tests, transferable skills analysis, and other vocational assessment tools.

Participate in training experiences designed to enhance professional competency in vocational rehabilitation.

Master's Degree in Vocational Rehabilitation, or equivalent combination of education and related experience.

Foreign graduates with a degree acceptable by the Commission on Rehabilitation Counselor Certification (CRCC).

Certification: current, full and unrestricted certification as a certified rehabilitation counselor (CRC) from the CRCC to practice vocational rehabilitation counseling.

Work hours are 8:00 am to 4:00 pm, Monday - Friday, with 30-minute lunch.

Use an automated case management system (ORCA) to enter, update and retrieve client information promptly and accurately.

Experience communicating confidential consumer disabling conditions in a sensitive and respectful nature.

Ability to resolve conflict on a lower-level, demonstrates ability to problem solve and use communication skills when conflict arises.
