Description


The Executive Office of Veterans Services (EOVS) is a dedicated advocate for all military veterans in the Commonwealth, offering a range of vital programs and benefits. We are looking to fill the key role of Womens' Veterans' Network Program Director. This role represents an opportunity for a dynamic and strategic leader to influence the lives of women veterans and their families by ensuring the benefits and services are effectively delivered.


As the Womens' Veterans' Network Program Director, you'll have the unique opportunity to shape the trajectory of EOVS's programs, championing innovative solutions that cater to the evolving needs of women veterans within our state. In collaboration with the Assistant Secretary of Programs and Services, you'll build relationships and partnerships both internally and externally to drive the important mission of EOVS forward. Duties and Responsibilities: (these duties are a general Summary and not all inclusive):


  • Address the challenges of reaching a diverse veteran population, employing creative outreach and communication strategies.
  • Conduct extensive outreach to women veterans to increase WVN membership and engagement.
  • Advocate for women veterans within EOVS and with external agencies at state, federal, and non-profit levels.
  • Propose recommendations on creative outreach options, opportunities for collaboration, special projects, strategic and long-range proposals, program improvement strategies, and agency organizational development.
  • Collaborate with agencies to identify resources and improvements to programs and services particularly in healthcare, counseling, employment, education, and housing.
  • Regularly report progress to the Assistant Secretary of Programs and Services through verbal and written communication.
  • Foster and manage partnerships with community organizations, serving as a collaborator.
  • Work to obtain additional contact information for veterans to improve communication and outreach efforts.
  • Conduct research on women veterans' programs in other states to determine best practices.
  • Delegate daily operations, mail tracking, correspondence management, and scheduling of WVN events to support staff.
  • Make decisions on appropriate community partners, courses of action for the program, information dissemination, communication strategies, development priorities, and short and long-term plans.
  • Oversee and maintain a comprehensive database of women veterans in the Commonwealth of Massachusetts.
  • Actively communicate with and build relationships with all external stakeholders, responding to concerns about the quality of services received from the EOVS and ensuring that services meet the needs of the veterans.
  • Oversee the planning, execution, monitoring, and evaluation of the Women's Veterans Network (WVN) programs and services.
  • Manage the WVN outreach budget, including preparation of budget requests.
  • All other duties as assigned.

Qualifications


Preferred Qualifications:


The Women Veteran Network Program Director should have at least five years of full-time, or equivalent part-time, professional, administrative, and supervisory or management experience, of which his/her major duties include building relationships and engaging local businesses, state/federal agencies, and local non-profits in the search of available opportunities. The incumbent should have a Bachelor’s education level or equivalent e xperience in all phases of employment servicing, including program collaboration and development.


Knowledge, Skills And Abilities


  • Knowledge of the needs of women veterans.
  • Knowledge of program improvement, innovation and integration strategies.
  • Knowledge of Federal and State laws and regulations governing the functions of the agency.
  • Knowledge of management principles and practices, including the management of staff and professional development.
  • Knowledge of EOVS mission, goals, and priorities.
  • Ability to identify, locate and research strategic partners.
  • Knowledge of and experience in program analysis, research and evaluation.
  • Engages clients and establishes trusting, collaborative relationships directed toward the goal of competitive employment in community job settings.
  • Knowledge of training and development principles and practices.
  • Ability to build relationships and engage community partners, businesses, agencies, local non-profits, city/town officials, in the search of available opportunities to grow and serve the women Veterans network.
  • Knowledge of current philosophy and practice of delivery of high-quality services to clients.
  • Knowledge of strategic development and community relations processes and priorities.
  • Knowledge of veteran's priorities and programs.
  • Ability to motivate and negotiate with partners and collaborators to come to agreement and deliver quality services


Minimum Entrance Requirements


Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in: Business administration, business management, public administration, public management, clinical administration or clinical management or any equivalent combination of the required experience and substitutions below.


Substitutions


I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.


II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required experience.


III. A Graduate degree in a related field may be substituted for three (3) years of the required experience.


IV. A Doctorate degree in a related field may be substituted for four (4) years of the required experience.
