Under general supervision, performs a variety of welding functions (adopted by the American Welding Society AWS D1.1) in connection with the repair and maintenance of facilities, street and subway railway tracks, transit vehicles and related equipment by use of oxyacetylene, electric arc, Shielded Metal Arc Welding, metal inert gas (MIG), and/or tungsten inert gas (TIG) welding methods. Essential functions of the class may vary based on assignment and include: welding street railway track parts, switches, mates, frogs, wheel flanges; welding, brazing, burning and bending steel, rails, bolts, grip dies and steel plates; repairing broken and worn parts of various types of equipment including other allied equipment for cable cars, street cars, light rail vehicles, trolley coaches, gas, hybrid and diesel buses, metal panels, shop equipment, and maintenance vehicles; cutting plates for channel work on cable lines; building up, correcting, laying out and fabricating jigs and dies; scraping, filing, chipping and grinding metal parts after completion of necessary welding operations and completing various daily task sheets, work related documents and basic data entry. Performs other related duties as required.

Essential Duties:

1. Welds, brazes and burns broken and worn parts and repairs various types of equipment at various locations throughout the city.
2. Welds street railway track parts, switches, mates and frogs at various locations throughout the city.
3. Makes repairs to other allied equipment for cable cars, street cars, trolley coaches, gas and diesel buses.
4. Lays out and fabricates piping systems, tanks, street repair and earth moving equipment parts.
5. Burns rails and bolts and grip dies.
6. Cuts plates for channel work on cable lines at various locations throughout the city.
7. Welds wheel flanges, repairs metal panels and other allied equipment.
8. Builds up, corrects, lays out and fabricates jigs and dies.
9. Makes all necessary welding repairs to shop equipment and maintenance vehicles, including fire apparatus frames, bumpers, motor blocks, gears and housing; aerial ladders, bodies and component parts, and attachments.
10. Scrapes, files, chips and grinds metal parts after completion of necessary welding operations.
11. Completes various daily tasks sheets and work related documents when necessary.
12. Performs other duties as required.

Nature of work: Requires considerable physical effort and dexterity in the use of fingers, limbs and body; continuous exposure to potentially hazardous working conditions where serious injuries may occur despite provision of safety measures. Performs duties in unpredictable working conditions: in confined spaces, in outdoor environments, in inclement weather, etc. Employees may be required to work any shift, rotating shifts, weekends and holidays.

1. Three (3) years of experience as a journey-level welder using oxyacetylene and electric arc welding methods; AND

2. Possession of a valid driver license at the time of appointment.

Substitution: Completion of a recognized training program in the field of welding from an accredited junior or community college, trade school, military or technical institution may be substituted for one year of the required journey-level experience. Applicants qualifying under this provision must submit a certificate demonstrating completion of the training program.

Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted. One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Special Conditions:

1. Some positions may require one (1) year of MIG (metal inert gas) /TIG (tungsten inert gas) welding experience in addition to the minimum qualifications listed above.

2. Some positions may require possession of a valid DMV Medical Examiner’s Certificate as a condition of assignment to such position(s).

3. Incumbents must maintain driver license throughout the course of employment.

Selection Procedures:

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
Written Multiple-Choice Examination: (Weight: 100%)

Candidates deemed eligible and admitted to the examination process will be administered a written multiple-choice test designed to measure knowledge, skills and/or abilities in job-related areas which may include but not limited to: knowledge of methods, procedures, practices and processes in welding; knowledge of basic safety practices; ability to use and operate hand tools and other welding equipment; and human relations ability.

This is a standardized examination and, therefore, test questions and test answers are not available for public inspection or review. For your reference, a Multiple-Choice Test Preparation Manual is available on the DHR Website

Eligible List/Score Report

A confidential eligible list of qualifying candidates will be created and used for certification purposes only. A score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection upon request once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this selection process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be 12 months.

Certification Rule

The certification rule for this selection process will be Rule of Three Scores.

Medical Examination/Drug Testing:

Candidates who are being considered for appointment may be required to pass a medical examination. Candidates who cannot meet the medical requirement will be placed under waiver until this requirement is met. The medical examination will be administered only to those applicants who are being considered for appointment.

The San Francisco Municipal Transportation Agency (SFMTA) has determined that Class 7390 Welder is a “safety-sensitive” position, under regulations issued by the Federal Transit Administration (49 CFR Part 655). Federal law requires that all transit employees who perform safety-sensitive functions be subject to random, post-accident, reasonable suspicion, return-to-duty and follow-up drug and alcohol testing. All applicants for Safety-Sensitive positions shall undergo urine drug testing prior to employment and within 90 days prior to performing Safety-Sensitive functions for the first time. Receipt by the SFMTA of a negative test result is required prior to the employee being placed on the payroll. A positive, adulterated, negative dilute or substituted test will result in a decision not to hire, and the applicant’s name will be removed from the list of eligibles for Safety-Sensitive positions. The SFMTA will not consider hiring any person who tested positive, adulterated, substituted or refused to submit to testing for a minimum of two years following the positive test. In addition, each applicant who has worked for a Department of Transportation (DOT) – regulated employer(s) within the last two years will be required to sign a consent form, prior to appointment, authorizing SFMTA to obtain information from their prior employers concerning their drug and alcohol test history. Each applicant will also be required to provide SFMTA with information regarding whether, during the last two years, the applicant tested positive or refused to test on any pre-employment drug or alcohol test administered by an employer to which the applicant applied for, but did not obtain, safety-sensitive transportation work covered by DOT drug and alcohol testing rules. SFMTA will not hire any applicant for a safety-sensitive position who fails to provide this information or fails to provide written consent for the release of information from prior employers.
