SPECIFIC AREAS OF RESPONSIBILITY (SAOR):

Maintains and operates all components of the District’s water distribution and sewage collection systems. An incumbent of this semi-skilled position is expected to gradually learn all facets of the SAOR. Works as a crewmember under routine supervision, receives daily work assignments, performs independent tasks only for routine work assignments or after receiving direction (guidance or instruction is given for new or unfamiliar tasks). Generally provided assistance with more skilled tasks. Responds to routine inquiries or service calls.

ESSENTIAL DUTIES:

  • Performs/constructs/maintains/repairs the following under supervision:
    • Electrical control systems (telemetry)
    • Meters: reading, installations, and inquiry response
    • Fire hydrants
    • Water and sewer pump stations
    • Control Valves
    • Cross-connection control
    • FOG program
    • Inflow and infiltration program (smoke and die testing)
    • Water quality program – sampling and flushing
    • Water service and water main installations
    • Manhole and valve program
    • Water and Sewer mainline cleaning
  • Water quality program – sampling and flushing
  • Inflow and infiltration program (smoke and die testing)
  • Water and Sewer mainline cleaning
  • Video pipeline inspections
  • As-builts preparation, plan review and mapping
  • Practices safety in traffic control and work practices
  • Water and sewer pump stations
  • Emergency repairs and response
  • Control Valves
  • Stand-by and/or other duties as assigned
  • Electrical control systems (telemetry)
  • Responds to routine customer service calls
  • Meters: reading, installations, and inquiry response
  • Fire hydrants
  • Proper operation of tools/equipment
  • Manhole and valve program
  • Cross-connection control
  • FOG program
  • Water service and water main installations

MINIMUM QUALIFICATIONS:

  • Safety rules, confined space entry rules, trenching and shoring regulations, procedures and practices, and standards/regulations used in the installation of water and sewer systems
  • Concrete and asphalt work, landscaping, paving and erosion control
  • Performing basic mathematical computations
  • Ability to work independently with general supervision
  • Reading and accurately interpret mapping systems, draw as-built sketches, blueprints, and maps
  • Operating and maneuvering single and double-axle dump trucks and trailers
  • Basic understanding of the SAOR with progressive skills acquisition of the following:
    • Set-ups, layouts, practices, and industry procedures for water/sewer systems maintenance/repairs
    • Defensive driving practices and precautions
    • Meter setting, reading, maintenance and repair
    • Concrete and asphalt work, landscaping, paving and erosion control
    • Safety rules, confined space entry rules, trenching and shoring regulations, procedures and practices, and standards/regulations used in the installation of water and sewer systems
    • Operating equipment and tools such as tapping machine, generator, jetting and vacuum truck, pavement roller, backhoes, boring machines, jackhammers, cut-off saws, and hand tools
    • Operating and maneuvering single and double-axle dump trucks and trailers
    • Ability to competently assess the quality of sewer and water system installation and repairs
    • Ability to use computers/tablets and electronic devices to accurately log and track work activities
    • Performing basic mathematical computations
    • Reading and accurately interpret mapping systems, draw as-built sketches, blueprints, and maps
  • Set-ups, layouts, practices, and industry procedures for water/sewer systems maintenance/repairs
  • Meter setting, reading, maintenance and repair

  • Speaks fluent English
  • Ability to use computers/tablets and electronic devices to accurately log and track work activities
  • Defensive driving practices and precautions
  • Operating equipment and tools such as tapping machine, generator, jetting and vacuum truck, pavement roller, backhoes, boring machines, jackhammers, cut-off saws, and hand tools
  • Communication (oral and interpersonal) skills as applied to interaction with co-workers, supervisor & public

EXPERIENCE/EDUCATION:

  • Experience with underground utility preferred
  • High School diploma or GED
  • General mechanical skills or aptitude
  • Two years of relevant work experience

LICENSING REQUIREMENTS:

  • Valid Washington State Driver’s License
  • WWC-OIT – Waste Water Collections – Non-State within one year in this position
  • Ability to obtain Washington State Commercial Driver’s License within one year of employment
  • WDM-OIT – Water Distribution Manager – Washington State within one year in this position

OTHER REQUIREMENTS:

  • Reliable & regular attendance; the ability to work harmoniously with other employees
  • Must reside within 30 miles of District Headquarters
  • Candidate must be at least 18 years of age

WORKING CONDITIONS:

Most work is performed outdoors exposed to traffic hazards and may be at high elevations or deep in underground vaults. Nights and odd hours in response to emergencies is required. This position typically requires fingering, grasping, talking, hearing, seeing, bending, crawling, lifting, pushing and pulling and repetitive motions. Lifting in excess of 90 pounds of weight to move and operate necessary tools and equipment.
