The primary objective of this position is to perform the prompt and accurate locating of city utilities; collect utility infrastructure features with GPS equipment; perform work using the city’s geographic information system (GIS) and perform semi-skilled tasks in the maintenance and updating of utility equipment and appurtenances. Perform technical duties specific to Utility related functions to ensure databases are up to date and accurate.
- Responds efficiently to external entities & vendors to meet city-defined objectives
- Collects utility location data for the city’s GIS/ESRI-CityWorks computerized work management system
- Performs record keeping and documentation related tasks
- Update ArcGIS when the physical location of attributes in the field are incorrectly reflected in city records
- Proficiently performs locating and mapping tasks using field-related software; including the downloading of gathered data into a separate database
- Reviews departmental records and locates and marks underground utilities
- Operates Class A commercial motor vehicles
- Assists and collaborates with GIS personnel and other divisions within the Public Works Department
- Receives and responds to locate requests from the Gopher State One Call System
Performs other duties consistent with the responsibilities of the position as apparent or assigned: such as seasonal snowplowing in a City owned Commercial vehicle.
Minimum Education, Certifications and Experience:
- Possess or obtain a Class D or S-D Wastewater Operator Certificate within 18 months of start date
- High school graduate, GED or equivalent
- Possess or able to obtain a Class A commercial driver’s permit (CDL) within 30 days of hire
- Possess or able to obtain a valid Minnesota Class A Commercial Driver’s License (CDL) within (12) twelve months of hire
- Possess or obtain a Class D Water Supply System Operator Certificate within 18 months of start date
- To communicate effectively verbally, writing and by way of using electronic devices
- Proficient in the use of computers & electronic devices; Tablets/ipads, smartphones, 2-way radios
Knowledge, Skills, Abilities:
- Ability to learn and become proficient with technology such as; remote GIS/GPS data collection equipment and software using an ipad or tablet device with minimal formal education/training.
- Experience using Microsoft Office products; WORD, Excel, Power Point
- To communicate effectively verbally, writing and by way of using electronic devices
- Read and understand maps, drawings, as-built plans and written records in order to accurately locate underground attributes (including fiber optic lines) and appurtenances.
- Ability to learn and use GPS technology to locate and mark underground utilities ie: sewer, water, gas, electric, communications/fiber optics
- Ability to learn and become proficient using web-based or software related mapping systems
Preferred Qualifications (desired but not expected to have to enter job)
Desired Education and Experience
- One-year of municipal water and sewer experience
- One-year experience with the construction and maintenance of water/sewer utilities
- Two-year’s experience with the operation of utility locating equipment
- Experience plowing snow
- One-year water and sewer utility experience using GIS data collection equipment in the field of geographic, cartography
Desired Knowledge, Skills and Abilities
- Skilled in “CityWorks”, or related software
- Possess a Arc/GIS related certificate or advanced degree
- Knowledge or experience in the field of geography, cartography, land surveying
- Ability to use web or desktop based GIS mapping systems
- Currently possess a valid Minnesota Class A Commercial Driver’s License (CDL)

Compensation - This is a non-exempt, union position with the following hourly pay range:
- Step 3 - $34.81
- Step 1 - $31.12
- Step 2 - $32.95
- Step 4 - $36.65
- SBP - Eligible to qualify for Skills Based Pay of $1.20 per hour additional after 30 months.
**Yearly cost of living adjustment (COLA) and market adjustments may be in addition to the above listed salary step increases. Step increases may occur after six months, eighteen months, and thirty months from date of hire.
