Job Description


The Utah Department of Transportation (UDOT) is looking for a forward thinking person to work within the Transportation Technology Group to help identify, procure, evaluate, implement, and promote new technologies in traffic management. Our current focus areas are connected vehicles, readiness for automated vehicles, and innovative sensing technologies, such as LiDAR and fiber sensing. In addition to team brainstorming, strategic thinking, research, and coordination with UDOT staff, partners in other government agencies (local and national), and the private sector, you will do some or all of the following: evaluate potential technologies; lead procurement efforts for specific products and technologies; manage implementation projects (including managing procurement and consultant contracts); coordinate with stakeholders and the public; collaborate in a multi-disciplinary and multi-modal arena; process and analyze data; generate new ideas and approaches; and document processes, progress and results. You will report to the UDOT Transportation Technology Engineer in the Traffic Management Division.
The UDOT Transportation Technology Group evaluates, pilots and implements technologies that are transforming transportation operations, including vehicle automation, vehicle connectivity, innovative sensors (LiDAR, etc.), and data analytics. All of these innovations will influence UDOT’s vision to Keep Utah Moving. UDOT’s ability to harness and encourage these technologies will also be crucial to improving mobility, preventing crashes, and saving lives. UDOT plays a leadership role in these technologies, on a local and a national level, and has specific goals to stay on the cutting edge and bring benefits to Utah travelers. This position is part of an innovative team whose focus is to identify, evaluate and understand these exciting new technologies and put them into practice in beneficial ways.
Principal Duties
As the Transportation Technology Project Manager, you will:
  • Assist project engineers and designers in incorporating new technologies into other projects within the Department.
  • Procure new technologies for testing and implementation.
  • Prepare summaries on applicability of new technologies to UDOT’s systems and mission.
  • Support, and periodically participate in, interaction with Department leaders, executives of other public and private organizations, and the public, including giving presentations.
  • Lead and participate in the testing and evaluation of innovative products and technologies, including some fieldwork, and prepare evaluations.
  • Perform project management duties, including scope development, consultant selection, contract management, budget management, progress evaluation, solution development, integration into existing systems, troubleshooting, and project documentation.
  • Assist with the management of federal grants.
  • Participate in the development of standards, specifications, policies and guidelines related to these new technologies.
  • Gather information and review documents and reports on new technologies.
  • Process, analyze, and visualize data generated by these new technologies to find trends, evaluate the efficacy of the technology, and develop presentation graphics.
  • Participate in the expansion of UDOT’s connected vehicle initiative.
  • Become conversant in existing technologies within UDOT, including fiber, traffic signal systems, ITS systems, and traffic management hardware and software.
  • Explain the benefits of successful technologies, promote their use, interact with potential partners and encourage their involvement.
  • Participate in committees and research panels with public and private sector partners.
  • Develop expertise in new technologies, including vehicle automation, vehicle connectivity, wireless communication, data management, cybersecurity, artificial intelligence, image recognition, vulnerable road user detection, and sensing.
  • Assist in the development of strategic and deployment plans focused on vehicle automation and connectivity.
  • Negotiate and develop agreements with partners and vendors for the testing and deployment of new products and technologies.
  • Assist in the review of policy and legislative documents relative to the technologies being tested and implemented by the Transportation Technology Group.

The Ideal Candidate
The best person for this position:
  • Will have at least two years of experience in areas related to the job duties listed above.
  • Will have a Bachelor's degree, or higher, in a related field OR equivalent experience.
  • Will be a team player, able to collaborate and communicate with a broad variety of internal and external partners.
  • Will have curiosity for, and passion about traffic management technologies, including vehicle automation, vehicle connectivity, data analysis and management, sensor systems, and cybersecurity.

Preferences
Preference may be given to those with at least one of the following:
  • An understanding of, and experience with, UDOT and statewide procurement processes, rules and regulations, including those that deal with electronic equipment, new technologies, and other procurements under the jurisdiction of the Division of Technology Services (DTS).
  • Experience with one or more of the following areas: vehicle-to-everything communications systems, wireless radios, data analytics and visualization tools, vehicle or roadside sensors, traffic signal systems, network communications, automated driving systems, cybersecurity or public key authentication, or technical standards (such as NTCIP, NEMA, or SAE).
  • Experience with UDOT Consultant Services processes, especially those involving ITS projects, the use of ePM, and project development and approval processes in the Regions.

Here is some information of which you should be aware:
  • This position is eligible for remote work, based on supervisor approval. Remote work must be within Utah.
  • Employee may be reassigned to a different location as deemed necessary by the Region Director/Group Leader.
  • Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
  • Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.
