Information Technology Project Manager

Metropolitan Strategies and Solutions is looking for an experienced IT Manager Project Manager who will play a critical role in managing and maintaining a government agency's information technology systems and infrastructure. They will lead a team of IT professionals, oversee IT projects, and ensure all IT resources' efficient and secure operation. The ideal candidate will have a strong background in IT management project management, and a deep understanding of government IT systems and compliance.

IT Project Manager

• Develop IV&V reports and IV&V assessments and provide oversight to all IV&V activities for the project.
• Please ensure the quality and timeliness of all deliverables, documentation, and reports.
• Support an ongoing, two-way communication effort regarding technology strategies, priorities, and governance.
• IV&V expert who can understand the objectives of the project and systems.

Required Qualifications:

• Project Management (PMP) certification from the Project Management Institute (PMI) and any PMI-issued agile certifications or similar agile project management certification like Certified Scum Master (CSM).
• Experience in IT product implementation.
• At least five years of experience in executive project reporting and presentations.
• Minimum ten (10) years experience supporting IT infrastructure quality control and quality assurance, emphasizing analyzing and reporting IT services performance metrics.
• Leading three projects with budgets exceeding $10 million each.
• Experience in developing IV&V and technical assessment reports.
• Education: A bachelor’s degree from an accredited college or university majoring in Computer Science, Information Systems, Engineering, or Business, or a master’s degree in another discipline.
• Lead IV&V, QA, and Project Governance activities.
• Conducting at least one local, state, or federal government project.
• Experience developing IV&V or project governance reports like IV&V assessments, Project Health Assessments, Risk Assessments, and Defect Management Plans.
• Possess exceptional organizational, communication, and leadership skills and must be available to present executive project presentations to multiple levels of project leadership and other government executives.
• Minimum of 10 years of IT project management or program management experience, including at least:

Senior Business Analyst

• Develop a partnership with our client as an IV&V expert by understanding the objectives of the project system and supporting an ongoing, two-way communication effort regarding technology strategies, priorities, and governance.
• Supports the IV&V project manager in all responsibilities for the IV&V project, particularly for the functional side of the project.
• Review all software contractor deliverables (e.g., requirement specification, design specifications) for the assigned functional scope, completeness, and correctness.
• Review and report on observations and make recommendations for improving project problems and issues.
• Review contractor’s change and configuration management processes to control the operations for updates or modifications, along with IV&V action plans.
• Lead the technical side of the IV&V engagement to ensure technical implementation meets technical standards and quality.

Required Qualifications:

• Minimum (5) years experience in requirement engineering activities like development and change management.
• Must have at least ten (10) years of experience in software application business analysis activities, particularly in the government or sizeable commercial IT environment, or ten (10) years of unemployment insurance expertise.
• Experience in developing IV&V reports and IV&V assessments.
• Experience in developing IV&V and functional assessment reports.
• Must have at least (5) years of experience in using agile methodologies.
• Experience in leading the review of all artifacts for the project, particularly related to requirements, QA, and UAT.
• Education: Bachelor’s degree from an accredited college or university in Accounting, Finance, Business, Computer Science, Information Systems or five years of Unemployment Insurance tax experience.

Preferred Qualifications:

• Experience with projects related to Unemployment Tax Insurance.
• Experience with Application Development
