Job Description
Position Overview

Salary Range: $37.3338 - $43.2067/hour. Salary reflects Step 1 and Step 4 of a 7-step pay scale. Salary at hiring will be dependent upon the applicant's education, experience, and training.

Work Schedule:
Monday through Friday, 8:00 a.m. - 5:00 p.m.

Job Summary:
This position is supervised by the Planning Division Manager and is primarily responsible for administering the Transportation Planning Program and Process, including coordination of Metropolitan Planning Organization (MPO) business in accordance with state and federal law, and managing projects related to the expenditures of federal planning (PL) funds allocated and received by the Billings MPO. This position acts as the liaison between the Billings MPO and Yellowstone County, the City of Billings, the Yellowstone County Board of Planning, the Montana Department of Transportation (MDT), and the Federal Highway Administration (FHWA). This position will have limited supervisory responsibilities for the Transportation Planner (Planner II) and Active Transportation Planner.

Scope of Responsibility:
Position is responsible for overall management of the MPO’s core documents including the Long Range Transportation Plan, Transportation Improvement Program (TIP), and Unified Planning Work Program (UPWP). Applies professional/managerial principles and judgment, within overall direction established by senior management, where positive and negative impact directly or indirectly affects the function and output of the work unit or team, with potential significant financial impact to the MPO. Solves complex technical or strategic problems, applies technology or business approaches in new ways; develops and recommends new alternatives. Failures and successes impact the division or functional operations, with moderate financial impact on the overall organization.

Implements the policies and programs of the MPO, identifies and proposes new program initiatives to the MPO. In coordination with management, develops and works within the budget of the MPO. Provides staff support to the Technical Advisory Committee (TAC) and Policy Coordinating Committee (PCC) and represents the MPO before a variety of government, business, and stakeholder organizations throughout Billings and Yellowstone County. Requires regular interaction to communicate important transportation issues, requiring considerable tact, sense of timing and the ability to engender trust, plus sensitivity to diverse audiences, where relationships involve cooperation within the overall organization and/or directly interfacing with individual customers or vendors.

Essential Duties and Responsibilities

Supervision
  • Assists the Planning Division Manager in selection, training, motivating and evaluating assigned personnel; provide or coordinate staff training. Coordinates with the Planning Division Manager to work with employees to correct deficiencies; implements discipline and termination procedures.
  • Plans, directs, coordinates, and reviews the work plan for the Planning Division as it applies to transportation and relates to the Transportation Planner (Planner II), the Active Transportation Planner, and the Seasonal Traffic County Technician; meets with these staff to identify and resolve problems; assigns work activities, projects and programs; monitors work flow; reviews and evaluates work products, methods and procedures to ensure that correct, efficient, cost effective, and safe work procedures are followed.

Division Operations
  • Develops and implements annual schedules for review and completion of critical MPO programs as applicable (Transportation Plan, Transportation Improvement Program, and Unified Planning Work Program). In cooperation with the FHWA and the MDT, moves programs through the transportation planning and approval process.
  • Serves as Planning Division liaison to the City Capital Improvements Program (CIP) process. Ensures Planning infrastructure projects are submitted for inclusion in the City CIP.
  • Serves as staff to the Technical Advisory Committee and Policy Coordinating Committee.
  • Prepares long range planning documents and procedures. Attends and facilitates public meetings. Generates maps. Drafts and prepares various documents and publications. Assesses needs and establishes proper procedures.
  • Prepares and manages consulting/contractor studies and projects. Conducts research to determine contents of documents and coordination of funding sources for projects. Presents recommendations to governing agencies.
  • Provides assistance to the public for both general planning inquiries and transportation planning inquiries. Correctly interprets codes and statutes. Participates in revolving counter duty assignments.
  • Serves as a lead to lower level planning staff; may directly supervise up to three employees. Provides proper guidance when assigning work. Prioritizes work assigned to lower level staff in an appropriate fashion.

Financial Duties
  • Research and pursue continued and new sources of public, grants, and private funding for transportation planning and projects.
  • Assists with the development and administration of the Planning Division annual budget; provides input on additional funds needed for staffing, equipment, materials and supplies.
  • Process and submit reports and claims for the MPO fund expenditures to MDT for reimbursement.
  • Under the direction of the Planning Division Manager, prepares financial reports as required by state and federal granting agencies.

Qualifications and Skills

Required Qualifications and Skills:
  • Four year degree with major course work in geography, urban/rural planning, transportation planning, or a related field
  • Five (5) or more years of progressive work experience in government or private sector planning
OR
  • Seven (7) years of progressive work experience in government or private sector planning

Applicants must be currently authorized to work in the United States on a full-time basis.

Physical Demands and Working Conditions

Working conditions require moderate physical effort, moving between 5 and 25 pounds, where effort is intermittent, less than 15% of the time. Working conditions require high attention to detail and deadlines occasionally (between 15% and 45% of the time). A typical workday involves exposure to multiple disagreeable elements, none of which are of greater than moderate intensity, on an intermittent basis (less than 15% of the time).
