Basic Purpose
Positions in this job family are responsible for performing various levels of transportation management duties. This may include supervision of a staff of professional, technical and support personnel involved in planning, construction, design, right-of-way or aerial survey activities, or maintenance of various types of transportation systems.
Act as Manager for the Ports of Entry, Weigh Stations and OS/OW Permitting
sections within the Office of General Counsel Division. This position will act as liaison between the Oklahoma Department of Transportation (ODOT), Oklahoma Corporation Commission (OCC) and the Oklahoma Department of Public Safety (DPS). The Port of Entry, Weigh Station and OS/OW Permitting Manager will ensure compliance with its enabling legislation and other governmental regulations and policies, including, but not limited to, ODOT Policy and Procedure.
Typical Functions
  • The Port of Entry, Weigh Station and OS/OW Permitting Manager will identify improved methods, processes, and procedures for achieving more efficient and secure operations of the physical facilities of all Ports of Entry (POE) and Weigh Stations in order to maximize safety, protect Oklahoma’s highway infrastructure and manage expenses.
  • Manage and oversee the OS/OW Permitting processes and technical functions in the daily operation of the section to ensure compliance with applicable statutes, rules, and regulations.
  • Act as a liaison to local, regional, state, and federal government agencies, and development agencies, community organizations, related to major transportation companies and associated POE’s, Weigh Stations and OS/OW Permitting stakeholders. (Would be responsible for recommending policies and actions on all issues relating to Oklahoma highways and bridges, highway access, commercial vehicle size and weight, Intelligent Transportation System that impacts the efficient movement of commercial truck traffic on the nation’s highways.) (For example, policies on pavement preservation, human trafficking, and commercial motor vehicle parking)
  • Administer the engineering, strategic planning, construction and maintenance functions of all POE’s and Weigh Station facilities.
  • Work with OS/OW Permitting personnel to ensure the OkiePROS permitting system is functioning properly and serving the needs of the public.
  • Assist the ITD Grant Program Manager with management, oversight, reporting and grant compliance.
  • In collaboration with DPS and OCC, collect, gather, and prepare the FHWA required State Enforcement Plan.
  • Develop short and long‐range capital improvement and maintenance needs to support POE and Weigh Station expansion to ensure facilities are efficient, secure and among the best in the country.
  • Direct the overall administration and operation of the POE’s and Weigh Stations engineering, construction, and maintenance contracts.
  • Assist in the preparation, negotiation, and recommendations for awards for all POE’s and Weigh Stations engineering and construction contracts/agreements entered into by ODOT. Upon award, monitor progress and ensure progress payment applications are fully supported by the required documentation.
  • Prepare Operating, Replacement, and Capital Budget recommendations for the OS/OW Permitting and Port of Entry & Weigh Station operations.
  • Monitor office functions and transactions in the Finance, Purchasing and General Administration to ensure they are conducted in accordance with ODOT policies and procedures. Make recommendations regarding management, staffing requirements and facility development concerns. Schedule quarterly meetings to maintain the mission of all CMV Operations group.
  • Maintains Data collection at all POE’s and Weigh Station sites. Create and maintain a sustainable workflow model that can be integrated into the day‐to‐day operations.
Level Descriptor
Level I - At this level incumbents are responsible for performing supervisory or advanced transportation management work. Incumbents may serve as an assistant to the construction resident engineering manager or transportation manager. Within the Department of Transportation or Oklahoma Transportation Authority incumbents may direct or administer a highly technical transportation related program or project establishing policies and/or guidelines
Level II - At this level incumbents are responsible for performing supervisory or advanced transportation management work. Incumbents may serve as a resident transportation manager or may direct a transportation branch within the Department of Transportation or Oklahoma Transportation Authority
Level III - At this level incumbents perform various managerial duties as a principal assistant to the head of a division. Incumbents at this level will be responsible for assisting in the planning and directing of the activities of a division.
Education and Experience
Level I - Education and Experience requirements at this level consist of a bachelor’s degree and three years of experience in transportation related work; or an equivalent combination of education and experience, substituting one year of qualifying experience for each year of the required education.
Level II - Education and Experience requirements at this level consist of a bachelor’s degree and three years of experience in transportation related work plus one additional year of qualifying experience in a supervisory capacity; or an equivalent combination of education and experience, substituting one year of qualifying experience for each year of the required education. ## Note: No substitution may be made for the required supervisory experience.
Level III - Education and Experience requirements at this level consist of a bachelor’s degree and three years of experience in transportation related work plus one additional year of qualifying experience in a supervisory capacity and one additional year of qualifying experience in an administrative or managerial capacity; or an equivalent combination of education and experience, substituting one year of qualifying experience for each year of the required education. ## Note: No substitution may be made for the required supervisory, administrative or managerial experience.
