Job Description
Summary You will serve as a Transportation Assistant (Counselor) of NAVSUP FLC NORVA GF. Responsibilities You will communicate with members/employees, their dependents or agents to elicit their shipment needs and services desired. You will review orders and determine the extent of entitlements and eligibility for the shipment, drayage or temporary/non-temporary storage of household goods at government expense. You will explain shipment and storage options, excess costs, special procedures for shipments under various types of orders, and approximate transit time. You will review and finalize applications for Shipment and/or Storage of Personal Property. You will process applications utilizing an automated processing system. Requirements Conditions of Employment Qualifications GS-05: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-04) or pay band in the federal service or equivalent experience in the private or public sector performing clerical and administrative support work related to supply and transportation to assist in customer support assignments. Examples of specialized experience include the following: 1) Performing customer service functions to assist with shipment and transportation duties. 2) Verifying supply or transportation documents are correct 3) Utilizing an automated information system related to supply and transportation. 4) Assist higher graded personnel with supply and transportation functions. GS-06: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-05) or pay band in the federal service or equivalent experience in the private or public sector performing work requiring knowledge and application of standardized transportation policies, regulations, principles and methodology to assist in customer transportation support assignments and related movements of personal property and household goods. Examples of specialized experience include the following: 1) Assist in reviewing orders and determine the extent of entitlements and eligibility for the shipment; 2) Assist in performing personal property shipment management functions such as providing counseling and entitlements regarding inbound and outbound shipment and/or storage of household goods; 3) Utilizing automated information systems to input a range of standard information to compile the required documents for shipment, calculate shipment and excess costs, and identify storage options. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education In lieu of general/specialized experience, you may qualify with the following education or combination of both education and experience: For the GS-05 level: You may qualify for this position using education to substitute for specialized experience if you have successfully completed four years of education above high school level. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. OR You have a combination of experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent. A transcript must be submitted with your application if qualifying using education.
