Summary
Located in the Bureau of Overseas Buildings Operations (OBO), Program Development, Coordination, and Support Directorate (PDCS), Office of Design and Engineering (DE), Electrical Engineering Division (EE). This position is to serve as a Senior Telecommunications Specialist responsible for all aspects of telecommunication cabling distribution systems, (Copper and Fiber optic) to include radio frequency and acoustical shielding design and testing.

Duties
Serves as a telecommunications specialist with overall responsibility for all aspects of telecommunications cabling distribution systems, to include design and testing for use in a variety of major design, construction, at diverse overseas locations.
Provides expert telecommunications advice and assistance throughout the acquisition process by assisting embassies and construction Project Directors in the development of scopes of work for telecommunications service.
Provides oral status reports to senior management; and prepares special reports and advises higher-level OBO managers on complex telecommunications engineering problems, accomplishments and objectives.
Provides advice on-site at various overseas posts to render technical assistance on telecommunications systems problems, including new design work, redesign work, and similar matters.
At the GS-13 level, the incumbent performs essentially the same duties as outlined above; however, the scope and complexity of assignments are of less responsibility and independence and receives closer than normal supervision than the GS-14 level.

Qualifications

Applicants for the GS-13 grade must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.
In addition, qualifying specialized experience must demonstrate the following:
Experience designing and installation of telecommunications infrastructure in facilities in secure environments.
Experience advising on telecommunications policies or procedures.
Experience monitoring vendor and/or contractor performance.
There is no substitute of education for specialized experience for the GS-13 position.
