Job Description

JOB DESCRIPTION
The Technical Consultant III will provide administrative level support of financial operations, with emphasis on fare collection, fare reconciliation and revenue security.

RESPONSIBILITIES

  • Provide policy guidance in the development of a POP (proof of payment) inspection system for new start systems.
  • Review, edit and determine accuracy of New Fare Technology System Design and Implementation.
  • Provide technical expertise and advice in designing and implementing DOT's New Fare Technology Systems, featuring Validating Fare Boxes, Ticket Vending Machines, Mobile Ticketing, Proof-of-Payment fare enforcement, Mobile Ticketing, and an Account-Based Smart Card system.
  • Possess in-depth experience in working jointly with Bus and Rail operating departments to maximize commonality and inter-modality in fare policies and technologies.
  • Identify and direct the process review & identification of business needs and be able to determine the most efficient processes and practices to streamline activities and minimize costs.
  • Provide technical expertise and advice at Project Manager level in developing the functional specifications for next generation fare sales and collection systems, to be designed around open payments and mobile device applications.
  • Provide guidance and direction in the development of functional specifications for Variable Message Sign (VMS) systems; conduct market research to validate Agency specifications with existing capabilities, and produce the technical requirements section of RFP.
  • Provide compliance review and reporting on rules, policies, and procedures.

PROFESSIONAL REQUIREMENTS

  • 25+ year's of experience with expertise in financial operations, with emphasis on fare collection, fare reconciliation and revenue security.
  • Ability to work collaboratively with a wide array of individuals from various backgrounds, including engineers; planners; GIS professionals; federal, tribal, and state government officials; and the public.
  • Microsoft Office Suite
  • Bachelor's degree in Finance, Economics or related field.

COMPENSATION

The salary range for this position is $75 - $90 per hour. This will be dependent on the experience and expertise of the incoming candidate.
