The CDC Foundation is seeking a candidate for a full-time Technical Advisor position to support the implementation of projects which aim to reduce drowning in the United States (US). During the two-year initiative, the project team, in collaboration with public health agencies and other internal and external partners, aims to develop evidence-based resources to inform key drowning prevention strategies across the US. The Technical Advisor will serve as the focal point for relationship development, program implementation and program evaluation across community-based organizations (CBOs) funded by the CDC Foundation to implement basic swimming and water safety skills training programs. The Technical Advisor will work with partners to develop, implement and evaluate engaging, culturally appropriate and impactful programs.


The staff member will be hired by the CDC Foundation and work closely with the US Centers for Disease Control and Prevention’s (CDC) National Center for Injury Prevention and Control. This is an outstanding opportunity to work in collaboration with the CDC, the nation’s lead agency charged with protecting the public’s health. Strong communication and teamwork skills are of absolute importance to succeed in this role.


This position is based in Atlanta, GA and relocation expenses are not provided. Travel is required up to 10% of the time.


Duties and Responsibilities


  • Lead or support the development of comprehensive reports, manuscripts, abstracts, poster and/or presentations that include findings from the analysis of the project activities
  • Review and provide written feedback on project deliverables
  • Lead and design approach to capacity building and technical assistance to program grantees
  • Lead or support the production of technical reports, graphs, charts, tables and narrative material to be used in presentations at national conferences and meetings
  • Provide consistent, tailored and direct technical assistance to grantees on the development and implementation of evaluation plans for prioritized program areas, including the development of evaluation questions and frameworks and appropriate evaluation data collection instrument tools for program evaluations
  • Oversee the design and implementation of performance and impact evaluations for basic swimming and water safety skills training programs
  • Advise, partner with and coach grantees to strengthen competencies for strong, ongoing program evaluation, in collaboration with CDC and the CDC Foundation program staff
  • Provide technical assistance to grantees on implementation of programs
  • Collaborate with CDC and CDC Foundation staff to support quantitative and qualitative data analyses and project management tasks associated with other domestic drowning projects, as assigned
  • Supervise and support collection and analysis of data for program evaluation in accordance with timeframes set forth in program and evaluation work plans
Qualifications and Necessary Skills


  • Proficiency with both quantitative and qualitative data collection and analysis methodologies
  • Demonstrated ability to conduct evaluation from start to finish including CBO engagement, program implementation, evaluation design, evidence gathering and conclusion
  • Experience with developing logic models, indicators, or evaluation reports
  • Strong project management skills and ability to meet deadlines
  • Ability to communicate in a clear, positive manner with external partners, as well as clearly communicate evaluation strategies and implications to non-technical audiences
  • Master's degree in public health, public administration, community development, program measurement and evaluation, public policy or other related field from an accredited college or university required
  • Superior organizational skills and attention to detail
  • Minimum of 5 years of relevant experience in monitoring and evaluation with a focus on integrating evidence building into public health programs and health equity
  • Experience with implementing and/or evaluating basic swimming and water safety skills training programs an asset
  • Experience managing or overseeing training programs sufficient to provide advice and guidance regarding appropriate training and equipping activities
  • Strong written and verbal communication skills
  • Sound judgment and maturity, exemplified by consistent professionalism in dealing with individuals at all levels both internally and externally
  • Outstanding interpersonal and teamwork skills; collegial, energetic and able to develop productive relationships with colleagues, and internal/external partners, particularly in a hybrid working environment
