Job Description

Performs complex (journey-level) computer systems analysis work. Work involves analyzing
and identifying system requirements, procedures, and problems to automate processing or to
improve existing systems, and implementing designs using software-programming languages.
May provide guidance to others. Works under general supervision, with moderate latitude for
the use of initiative and independent judgment.

This position is classified as a full-time position (40 hours a week). Remote work options are available for workers living in Texas. Work outside of regular hours may be required; some weekend on-call duty may be required. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

Essential Job Functions:
  • As an ETL Developer on the Data Management Team, the position requires knowledge of data warehouse, ETL, Oracle, PL/SQL and SQL.

  • Learns and Practices current development methods/techniques and development standards (which include coding standards, documentation standards, and testing standards) to ensure the quality and maintainability of ETL's and Program Data Architecture.

  • Develops and maintains documentation and ensures that the content of documentation is well organized, complete, and appropriate to the audience.

  • Develops and maintains applicable policies, guidelines, and procedures for area of expertise.

  • Monitors automated processes, troubleshoots process issues, and works with users and team members to resolution.

  • Conducts studies and prepares reports that include study findings, recommendations, and instructions for proposed system implementations; formulates logical descriptions of problems
    and devises optimum solutions.
  • Performs system function test activities before executing in production.

  • Ensures that new templates are peer reviewed before executing in production.

  • Designs, modifies, and implements new or revised systems to serve new purposes or improve
    workflow.
  • Follows established code migration processes.

  • Supports system development with new structures and modifications to existing structures.

  • Reviews change requests to ensure they meet standards and are consistent with the parameters within existing environments.

  • Ensures all change requests are tracked electronically according to their release.

  • Reviews and analyzes system outputs, reports, and performance indicators to locate code
    problems; and corrects errors by modifying or correcting code.
  • Processes system fix/change requests in a timely manner.

  • Follows system fix policies and procedures to ensure consistency and reduce any potential for errors.

  • Analyzes user needs, defines the system’s scope, documents requirements, and translates the user needs and requirements into functional specifications for the design of business systems.
  • Communicates progress and issues affecting work assignments to the Team Manager and Project Manager timely.

  • Assists with defining the goals of the system, devises flow charts, and diagrams logical operational steps of the programs.
  • Documents steps taken to complete system changes and updates status of change requests, as required.

  • Reviews explain-plans for new or modified changes and queries for performance and recommends alternatives to resolve performance issues.

  • May write and update computer and mainframe application programs.
  • Coordinates with ITS Project Managers to determine requirements needed for projects.

  • Designs, codes, and modifies application programs.

  • May provide technical support as a high-level resource available for problem resolution or new
    feature creation.
  • Provides technical support by verifying changes have been applied correctly.

  • Consults processes for any dependencies and additional information that the change request may require.

  • Monitors data/code progress and provides status updates on a regular basis.

  • May provide guidance to others.
  • May provide on-call support on a monthly rotation schedule.

  • Maintains technical and functional proficiency in assigned division information systems and stays current on the latest technology updates and development techniques for the applicable area(s) of responsibility.

  • Performs related work as assigned.

    Knowledge Skills Abilities:
  • Knowledge and at least 1 year of experience with Oracle databases.

  • Knowledge and at least 1 year of experience with UNIX and shell scripting, but not required.

  • Knowledge of Oracle SQL and/or PL-SQL, but not required.

  • Knowledge of Informatica PowerCenter, but not required.

  • Knowledge and understanding of ETL development.

  • Knowledge and understanding monitoring, batch or data processing, but not required.

  • Skill in understanding and implementing database change requests is desired.

  • Skill with Microsoft Office tools, particularly with Word, Excel, PowerPoint, Visio, and SharePoint.

  • Ability to document issues, risks, and defects is desired.

  • Ability to communicate effectively in a technical environment, including on-the-job training with coworkers, project team members, and IT management is required.

  • Knowledge and experience with the Software Development Life Cycle (SDLC) and project plan understanding is required.

  • Skill in interpersonal relationships, including the ability to work with people under pressure, negotiate among multiple parties, resolve conflicts, and establish and maintain effective working relationships with various level personnel in governmental entities.

  • Registration or Licensure Requirements:

    Initial Selection Criteria:
    Graduation from an accredited four-year college or university; or graduation from an accredited two-year college; or graduation from an accredited technical college or program. Relevant work experience may be substituted for education on a year-for-year basis. Consideration given for DFPS agency program experience.
    One (1) year of experience programming, systems analysis, system design using Oracle, SQL, PL-SQL, or similar systems and technology experience.
