El Programa Hispano Católico (EPHC) is seeking a: Full Time Survivor Housing Program Manager.


About EPHC


El Programa Hispano's humble roots began in 1982 when a small group of outreach workers from Catholic Family Services, now Catholic Charities of Oregon, (CCO) conducted outreach to Latino migrant farmworkers in East County. In 2015 with the support of CCO, EPHC became an independent 501c3 organization. Today, EPHC serves more than 20,000 individuals annually in the areas of Economic Sustainability, Education, Community Wellness and Domestic Violence and Sexual Assault prevention, intervention, and advocacy. Our vision is a thriving Latine Community living to our fullest potential.

Essential Duties


  • In coordination with Director of UNICA, manage annual budget preparation and monthly fiscal monitoring, program compliance, quality improvement, and program policy and protocol.
  • Participate in required collaborative meetings including but not limited to Resource Coordination Team and Coordinated Access Implementation Meetings.
  • Collect and aggregate monthly/quarterly/yearly statistics and report data; including grant reporting according to funder requirements.
  • Engage in monthly internal quality assurance process.
  • Supervision and training of advocates, interns, and volunteers.
  • Maintain active relationships with program funders.
  • Adherence to El Programa Hispano Católico policies and procedures.
  • Provide direct supervision and support to housing services advocates supporting survivors of domestic and/or sexual violence.
  • Other duties as assigned by EPHC supervisor.
  • Coordinate staff activities and services provided to clients.
  • Initiate, collect, and aggregate quarterly participant outcome surveys.
  • Help coordinate bi-annual Spanish language 40 DV/SA hour training.
  • Represent agency in community forums and advocacy events, responsible for community presentations and training, and assisting and coordinating events.
  • Participate, coordinate, and provide support to Tri-County Network of DV Providers and Multnomah DV Housing coordinated access.


Qualifications & Requirements


  • Experience with grant reporting preferred.
  • Demonstrate judgment and discretion in dealing with confidential matters.
  • Ability to communicate concisely and effectively, both verbally and in writing in Spanish and English
  • Bachelors Degree in Social Services (preferred) or equivalent experience required.
  • Experience and knowledge of trauma informed care and anti-oppressive practice as it pertains to social service delivery.
  • Intermediate proficiency in all programs of Microsoft Office; database entry and management experience required. Salesforce experience a plus.
  • Minimum 3 years leadership and supervision experience. Social Services focus preferred.
  • Demonstrated experience in facilitating and delivering training and presentations.
  • Must be bilingual (Spanish/English) and bi-culturally competent.
  • Minimum 3 years providing Social Services delivery and advocacy in Domestic Violence / Sexual Assault.
  • Ability to demonstrate strong supervisory and coaching skills.
  • Experience with community networking and organizing.
  • Experience working with HUD programing highly preferred.
  • Experience and knowledge working with a broad range of issues affecting Latinx/Communities of Color in the community - especially issues related to surviving domestic/sexual violence.


Other Requirements


Must be able to organize and prioritize work, be proactive, take initiative, follow through, and simultaneously manage multiple priorities to ensure goals are met in a timely manner. High attention to detail required.


  • Strong analytical and strategic problem-solving skills.
  • Ability to lift 40 pounds.
  • Willingness to learn new skills and take on new responsibilities.
  • Satisfactory results from civil, criminal and motor vehicle background check required.
  • Ability to work a flexible schedule, which includes being available for UNICA staffing needs with the 24-hour Crisis Line.
  • 40 hr. Domestic Violence / Sexual Assault training (upon 30 days of hire).
  • Ability to support organizational and program specific mission and goals.
  • Ability to work well in team setting, as well as independently; be flexible and adapt well to different dynamics in a fast paced work environment.
  • Must have driver's license, ability to obtain automobile insurance at levels required by agency (100/300/100). Frequent driving in the Tri-County area required.


COMPENSATION: $55,000 - $62,000 dependent on experience.


Location & Typical Working Conditions: : The work for this position will be performed via hybrid work schedule. Manager is required to be on-site a minimum of three days per week, with the remaining two days working remotely. On-site work is located at EPHC's offices in Gresham, OR. Job duties may also require occasional travel, and evening and weekend work depending on project deadlines.
