Job Description

This position is located in the Safety Technician Branch (ST), Transportation Operations Division (TOD), Transportation Operations Administration (TOA), District Department of Transportation (DDOT).

The Safety Technician Branch has the primary responsibility of providing safe routes for students who walk, cycle, or take transit to and from schools throughout the District of Columbia. It also supplements the Traffic Control Officer Branch by directing vehicular and pedestrian traffic to mitigate congestion during rush hours and when accidents, incidents and special events occur.

The position serves as shift supervisor providing first (1st) line supervision by supporting the administrative and technical responsibility of the Branch as well as provide assistance to the second (2nd) line supervisor; assigns work to the subordinates by explaining and enforcing the multitude of traffic and safety regulations of the District of Columbia; and resolves problems and Issues relative to planning, logistics and traffic control activities.

Duties and Responsibilities

As shift supervisor the incumbent communicates clear directives on the proper procedures and techniques directly through the leader to the employees; and provides day-to-day supervision and guidance during the shift. Plans work to be accomplished by subordinates; consults the supervisor when adjusting short-term priorities; and works with the supervisor when setting or negotiating deadlines and completion dates. Assists with reviewing internal control systems for compliance with established procedures and standards, and as required takes measures to correct deficiencies in productivity, accuracy, effectiveness, and customer services.

Promotes diversity and ensures fair and equitable treatment of all customers and employees. Monitors the investigation of resident, business, visitor, and government agency requests for parking enforcement services received through the Mayor's City-Wide call Center; and monitors the operation of the transportation system through coordination with HSEMA/DDOT Transportation Management Center. Provides supervisory services; develops quantitative and qualitative measures for evaluating the work performance of staff; supervises and assigns duties and responsibilities; and formulates overall plans for resources.

Qualifications and Education

A degree with a major study such as accounting, business administration, business or commercial law, commerce law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression. Examples of specialized experience include ability to lead and supervise staff; application of Public Safety and Security including relevant equipment, policies, procedures and strategies to promote effective local security operations for the protection of people, property, and institutions. Knowledge of qualitative and/or quantitative methods for assessment and improvement of program effectiveness, and improvement of management processes and systems.

Supervisory experience preferred.

Licenses and Certifications

Must possess and maintain a valid driver's license and have an acceptable driving record.

Work Environment

The majority of the work is performed outdoors in all types of weather including rain, snow, and sleet, hot and cold temperatures. The incumbent stands in an intersection with traffic approaching from all directions while directing and managing pedestrian and vehicular traffic. The incumbent is exposed to noise and vehicular exhaust. The work requires extensive walking, hand-held computers and held radios, and belt mounted ticket books. The incumbent is required to stand and maintain a position for extended periods of time.

Collective Bargaining Unit (Non-Union): This position is not a collective bargaining unit.

Position Designation: This position has been deemed security sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, drug and alcohol testing, traffic record checks, if applicable) as a condition of employment, and will be subject to random drug and alcohol testing and periodic criminal background checks throughout your employment.

Emergency Designation: This position has been designated as an emergency employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early. The incumbent wears a uniform and a badge. Employees are required to work rotating shifts, to include evenings, nights, weekends, and holidays. Employees are considered emergency personnel and are subject to call-in 24 hours a day and will be required to provide the employing agency with a telephone number where they can be reached.
