Job Duties

The Virginia Department of Education is searching for a qualified candidate to provide highly complex special education technical assistance to local school divisions, Virginia Department of Education (VDOE) staff, other agencies, private facilities, and parents in the effective practices for implementing specially designed instruction on behalf of students with disabilities.

The purpose includes supervising the activities and staff implementing instructional services to develop, deliver, identify, and evaluate professional development for the Commonwealth with the goal of improving effective teaching, student learning and achievement with a focus on:
  • Specially designed instruction to improve effective teaching to improve student learning for children and youth with disabilities at the elementary and secondary level;
  • Implementation of the dyslexia policy and Virginia Literacy Act
  • Reading disorders, assessment, specialized reading instruction and interventions for students with high- and low-incidence disabilities;

Responsibilities include but not limited to: managing sub grants and projects; provides technical assistance and consultation to school division personnel, VDOE staff, other agencies, licensed private facilities, and parent groups in the areas of specialized reading instruction and dyslexia for children and youth with disabilities; serving as liaison between local school officials and multiple state funded centers and partners that implement VDOE priorities and initiatives; and providing assistance related to federal and state requirements.

Minimum Qualifications

 Considerable knowledge of federal and state regulations concerning students with disabilities, including the Every Student Succeeds Act (ESSA), Individuals with Disabilities Education Act (IDEA), Section 504 of the Rehabilitation Act, administration and supervision of special education programs; state and local government policies, procedures, and organizational structures; and curriculum and effective instructional practices. 
Skills in technical writing, coordinating, leading teams, analyzing and interpreting data, and presenting technical and complex information to various audiences. Skills in word processing and presentation software.
 Ability to identify and analyze complex problems related to special education and related services; to identify deficiencies in program operation and strategies to make corrections and effect positive change; to manage multiple assignments with critical deadlines; and work collaboratively in a team environment.
 Considerable knowledge of special education effective instructional practices and administration of special education programs including relevant state and federal regulations; local school division and local government policies and procedures; state and local government policies and procedures; state agency functions; and research methods.
 Demonstrated ability to define problems and apply problem solving techniques to complex educational issues; to work
collaboratively with colleagues; to manage multiple assignments with critical deadlines; to present complex information to both
technical and lay audiences; to work independently to produce reports, etc.; to coordinate work assignments with other relevant
staff; and basic facility with keyboarding.
 Requires documented successful experience in teaching students with disabilities and in supervising or consulting with teachers
who teach students with disabilities. Requires documented expertise in effective communication, both oral and written, along
with the ability to successfully work with parents and community members having an interest or stake in local special education
programs.
 Considerable knowledge of the Virginia Standards of Learning and Virginia Essentialized Standards of Learning program, local school
divisions, state, and local government policies and procedures, and state agency functions.
 Highly developed interpersonal, communication, and problem-solving skills, with the ability to communicate clearly and concisely.
 Highly organized with the ability to independently manage time and workload, adjust work schedules to meet new or emerging
priorities, meet schedules consistently, forecast developing trends, and work collaboratively with and lead staff members, in both K-12
and higher education, in complex initiatives.
 Skills in utilizing computer software for word processing, graphical presentation, databases, spreadsheets, and other technological
systems and resources to complete assigned responsibilities.
 Leadership experience with implementing effective systems in supporting the development and implementation of special education programming and related services at the school or division level.
Comprehensive understanding and implementation of Multi-Tiered Systems of Support.
Extensive experience with cyclical progress monitoring associated with evaluating the effectiveness of instructional strategies and interventions. 
Comprehensive understanding of the Science of Reading, Dyslexia Advisor and the Virginia Literacy Act policies.


Additional Considerations

 Valid Virginia educator’s license (or eligibility) with endorsements in special education and reading specialist are required. Additional
endorsements in English and administration and supervision are preferred. 
Certifications and training in multiple reading approaches and interventions are highly desired. 
Extensive experience working with programs for students needing specialized reading instruction; with teachers and administrators in
developing programs and services; and familiarity with other agencies and organizations that provide services to children and youth
who need specialized reading instruction and students with characteristics associated with dyslexia.
 Comprehensive background in special education processes that spans from evaluation and eligibility to graduation, as this position will
require instructional leadership and professional development to provide statewide direction to improve educational outcomes for
children and youth with disabilities.
 Experience in leading teams and instructional supports are highly desired.
 Experience at the school division central office level, state and/or national education agency, or in another leadership position is
preferred.
