Summary Statement

The Exempt Special Investigators will have primary responsibility for investigating financial crimes committed against adults who are impaired who reside in the community, outside long-term care facilities, throughout the State. Special Investigators interview victims, witnesses, suspects, bank and legal officials, and family members; review financial, legal, banking, medical and other records; record and/or recover evidence; and prepare for and testify at civil and criminal hearings. Special investigators coordinate their investigations with those of the Attorney General, the police, and other investigative and rights protection agencies. As needed, they also may investigate instances of abuse, neglect, mistreatment, and financial exploitation of adults who are impaired residing both in the community and in long-term care facilities.

Selective Requirement

Selective Requirements must be met in addition to the job requirements. Applicants who do not possess the selective requirement will not be qualified.

Preferred Qualification

Applicants who do not possess the preferred qualification will still be eligible to compete for this position if job requirements are met.

  • Two years experience in investigating financial crimes.

Essential Functions

Essential functions are fundamental, core functions common to positions in the class series and are not intended to be an exhaustive list of every job duty for any one position in the class.   • Interviews or interrogates witnesses, complainants and others.
  • Testifies before boards, commission, administrative bodies or courts.
  • Examines various records and documents in order to ascertain relevant information.
  • May conduct surveillance and undercover investigations.
  • Maintains liaisons with law enforcement and rights protections agencies, including but not limited to: the police, the Medicaid Fraud Control Unit of the Delaware Attorney General’s Office, the Division of Professional Regulation, Adult Protective Services, and the Community Legal Aid Society; and coordinates investigations with such agencies as appropriate.
  • Gathers, controls and evaluates evidence.
  • Interprets and applies applicable laws, rules, regulations, standards, policies and procedures.
  • Verifies claims of alleged or probable violations.
  • Conducts investigations, which includes conducting interviews to obtain confidential information, gathering evidence and documenting findings.
  • Makes judgments after evaluating all available facts and recommends appropriate action.
  • Prepares various investigative reports.

Job Requirements

JOB REQUIREMENTS for Special Investigator
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  • Ten years experience in conducting investigations as a certified police officer.
  • Two years experience in planning, developing, coordinating and implementing investigations.
  • Two years experience in determining compliance with laws, rules, regulations, standards, policies and procedures.
  • Two years experience in narrative report writing.
  • Two years experience in civil, criminal or administrative proceedings.
  • Two years experience in providing testimony before boards, commissions, administrative bodies, or court officials.

Additional Posting Information

Due to a new requirement from the Centers for Medicare & Medicaid Services (CMS) the following mandate is effective January 27, 2022: As a condition of employment, employees providing health care services and/or support services in covered facilities must show proof that they have received the dose of a single J&J dose or the 1st dose of Moderna/Pfizer two-dose vaccine effective date January 27, 2022, and proof of the single J&J dose or the 2nd dose of Moderna/Pfizer two-dose vaccine by February. 28, 2022. Employees may not provide any care, treatment, or other services until proof is provided. Based on CMS guidance, the date for compliance may extend into March due to the health care facilities high vaccination rate of staff. If you accept a position with the facility, your Human Resources representative can provide more guidance. The only exception to these requirements is for those employees granted medical or religious exemptions from the COVID-19 vaccine as recommended by the Centers for Disease Control and Prevention, which may require weekly COVID-19 testing.
