GENERAL DESCRIPTION
This position works in the Enforcement Division as a peace officer (Sergeant/Investigator) and performs advanced (senior-level) investigative work. Work involves planning, organizing, conducting criminal and administrative investigations, enforcing state laws, rules under Title 37 Texas Administrative Code, statues under 1701 Texas Occupations Code, and related violations of state and federal laws. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. The position requires moderate travel (approximately 50%) paid by the agency.
EXAMPLES OF WORK PERFORMED
Conducts background and personal history investigations, reviews records, and verifies information.
Coordinates the collection and analysis of evidence and documents for use in criminal and administrative investigations.
Investigates, interviews, and reviews police officers, county jailers, telecommunication operators, and those that employ and supervise them to include ranking state, county, and municipal officials.
Identifies high profile cases, cases of sensitive nature, or cases with multi-jurisdictional impact, prioritizes, and handles those accordingly.
Identifies non-jurisdictional complaints and makes referrals which can be addressed by the appropriate jurisdictional agency.
Identifies and pursues most appropriate jurisdiction and venue for investigating and resolving administrative and criminal violations.
Coordinates, as case agent, joint investigative activities of field staff with law enforcement and other regulatory agencies
Oversees and/or conducts interviews with suspect(s), witnesses, and complainants.
Obtains written or recorded witness statements and written or recorded confessions.
Prepares subpoenas, search warrants, probable cause affidavits, and arrest warrants.
Executes court orders, warrants, and subpoenas.
Oversees and/or evaluates detailed investigative reports and case file.
May perform undercover or surveillance work when required.
Testifies as a witness in trials or formal hearings and provides trial assistance to lead attorneys as requested.
Performs moderately complex analyses of factual and legal situations and documents findings.
Documents investigative activity and evidence gathered in agency database, maintains case files.
Establishes and maintains liaison with and provides necessary assistance to local, state, federal law enforcement, and regulatory agencies.
Prepares and submits activity reports and vehicle reports.
Oversees and evaluates agency generated records audits and identifies patterns or rule violations that require further administrative or criminal investigations.
Reviews licensees in non-compliance, advises licensees on how to resolve deficiencies, monitors for appropriate resolutions, and makes referral for administrative action.
Assists in training of new investigators.
Performs other related work as assigned as needed.
GENERAL QUALIFICATION GUIDELINES
Experience and Education
Five years of experience in law enforcement is required. Graduation from an accredited four-year college or university with major course work in criminal justice or a related field is generally preferred. Experience in addition to the required five years may be substituted for education on a year for year basis.
Knowledge, Skills, and Abilities
Knowledge of the Texas Penal Code, Texas Code of Criminal Procedure, and other applicable state and federal statutes.
Skill in researching and interpreting complex rules and regulations.
Knowledge of investigative principles, techniques, and procedures and of court procedures, practices, and rules of evidence.
Skill in applying investigative techniques and procedures to assigned cases.
Skill in handling multiple tasks, prioritizing, and meeting deadlines

Registration, Certification, or Licensure
Must be currently licensed as a Peace Officer in the State of Texas and able to be commissioned as a peace officer.
QUALIFICATIONS: (Experience, Education, Etc.)
- Investigative experience is highly preferred.
- Experience conducting interrogations and taking written statements preferred.
- Five years of experience within law enforcement as a commissioned officer.
- Graduation from an accredited four-year college or university with major course work in a field relevant to the assignment is highly preferred. Experience in addition to the required five years may be substituted for education on a year for year basis.
