The City of Oxnard’s Public Works Department is seeking a Transfer Driver who will perform a variety of duties associated with the pick up, transport and disposal of residential, industrial and commercial waste and recycled materials to solid waste landfills from the Del Norte Recycling and Transfer Station.
A valid Commercial Class A Driver's License is required with Air Brake and no Restrictions.
WHAT YOU'LL DO:
- Operate and maintain 18 wheel tractor/trailer used to transfer refuse, green waste and recycling products to landfill, mulching and recycling centers
- Unload and dispose of materials in appropriate landfill, disposal, mulching and/or recycling locations
- Collect and maintain weight tag from landfill weighmasters; maintain other records as required
- Clean, maintain and inspect assigned vehicles; perform servicing activities on assigned vehicle including checking and refilling gasoline, oil and water, checking brake systems; weigh truck and maintains daily truck log
- Follow safe driving practices while operating a large tractor/trailers on public highways and roads
- Demonstrate the ability to read, interpret and apply laws, rules, regulations, policies, and/or procedures
- Climb In and out of the cab and trailer numerous time per day using the three points of contact system
- Drive trucks with a swept trailer, and clean windows and mirrors
- Pass a road test given from pre-tip, driving, shifting, backing, road control, parking, and post-trip
- Demonstrate full control and knowledge of the vehicle and shifting of nine or ten speed manual transmission
SUPERVISION EXERCISED/ SUPERVISION RECEIVED:
Receives general supervision on routine items which are performed according to established standards and procedures and receives specific work instruction regarding non-routine matters and deadlines.
DISTINGUISHING CHARACTERISTICS:
This classification is distinguished from the Maintenance Technician, Senior in that it performs both skilled maintenance and skilled repair work and provides troubleshooting of equipment issues.
WORK SCHEDULE: Normal work days vary from Monday through Saturday and work hours are from 5:00 am to 3:30 pm or 6:00 am to 4:30 pm, depending on shift assigned. Shifts are worked on a four day, ten hour schedule with two consecutive days off. In addition, this position may be required to be available to work additional hours in response to peaks in workloads and changes in department needs. Work hours and shift are subject to change based on operational needs. May be required to work holidays. This position is governed by the overtime provisions of the federal Fair Labor Standards Act and is eligible for overtime pay.
This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Department.
- Performs other duties of a similar nature and level as assigned.
- Prepares and/or maintains activity records, logs, work orders, material requests, reports and/or technical documentation for equipment or building systems.
- Fueling trucks;
- Driving vehicles to landfill and unloading waste.
- Reporting repairs required to mechanics;
- Loading trucks including tarping and inspecting for weight requirements;
- Organizes and maintains assigned equipment and tools; inspects, cleans and performs preventative maintenance to ensure operability and reliability of equipment and tools.
- Performs maintenance inspections; troubleshoots equipment, maintenance and/or system issues; identifies repair needs; reviews repair versus replacement costs and makes recommendations; performs required repairs or works with outside contractors for project completion.
- Performing pre- and post-trip inspections to document vehicle issues;
- Review equipment and materials required for daily maintenance and work projects; initiates request for or purchases approved materials and supplies.
- Performs skilled maintenance and repair work in assigned trade and/or area; plans, prioritizes and schedules activities to complete repairs and maintenance work in efficient and timely manner; selects proper tools and equipment for assignment; monitors work site safety; performs work following established safety policies and procedures and applicable codes and regulations.
The following are minimum qualifications necessary for entry into the classification:
EDUCATION:
- High School Diploma or GED
- Four (4) years of equipment operation/driving experience
- Hazardous Waste endorsement and other endorsements are highly desirable
- Must possess a valid medical card and valid California Class A Commercial License with air brakes and trailer endorsement with no restrictions
- Must possess a safe and responsible professional driving history
- Must be able to speak and understand English to effectively communicate with fellow employees, customers, and vendors

Retirement Contributions:
New members (as defined by PEPRA), 2% @ 62; "Classic" members 2% @ 55. The employee will be required to pay a portion of their annual earnings toward their retirement. The City of Oxnard does not participate in social security.
Vacation Time:
Full time employees accrue vacation time at a rate of 4.08 - 7.77 hours per pay period based on years of service.
Sick Time:
Full time employees accrue sick time at a rate of 3.70 hours per pay period.
Bilingual Pay:
A regular full time employee may receive bilingual pay at the rate of $50.00-$125.00 bi-weekly depending on the level the employee is required to provide bilingual services as determined by the City Manager or designee.
Educational Incentive:
For positions that do not require a Bachelor's Degree, the City offers an educational incentive award of 2.5% for employees that complete 30 work-related college semester units above the minimum education requirements for the position.
Health and Dental:
Employees can choose from a variety of medical plans provided by the City. The City's contribution to medical coverage is outlined below:
Level One – For employees hired before January 1, 2023, the City contributes $1,543.00 per month toward medical insurance premiums and an additional $74.21 per month toward dental insurance premiums. Employees will receive cash back if the medical plan they choose is less than the City’s monthly contribution of $1,543.00 per month. Employees who waive medical insurance will receive cash back in the amount $1,243.00 per month provided they provide proof of other qualifying coverage. Any unused dental premium monies are paid to the employee. If employees hired prior to January 1, 2023 make any changes to their health plan, they will be placed in level two.
Level Two - For employees hired on or after January 1, 2023, the City will contribute $1,774.00 towards medical insurance premiums with no cash back. Employees who waive medical insurance will receive $500.00 per month cash back provided they show proof of other qualifying coverage. The City will continue to provide $74.21 per month towards dental insurance.
Life Insurance:
City employees receive Basic Life Coverage and have the option to purchase additional insurance.
Deferred Compensation:
The City contributes 1% to a deferred compensation program.
Tuition Reimbursement:
Full-time employees receive reimbursement of educational expenses including the costs of tuition, registration fees, laboratory fees, and books at a rate of 50% for work related coursework up to a maximum of $500 per fiscal year.
Holidays:
The City observes 12 holidays per year
